Background and Purpose of the Assignment

The Global Partner Countries Division (GPC) supports efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, created in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolios through strategic fundraising for development activities.

Organizational Context

WFP seeks a Government Partnerships Officer for Social Protection, based at Headquarters in Rome, Italy.

Job Purpose

WFP relies on voluntary contributions to fund its projects. Building relationships with public sector partners is vital for supporting projects that impact millions globally. Fundraising for social protection from development partners requires a targeted, strategic approach, emphasizing social protection financing expertise.

Responsibilities
  1. Implement a government donor engagement plan on social protection to identify and strengthen partnerships aligned with WFP’s objectives, including organizing thematic discussions, events, and publications.
  2. Position WFP’s value proposition for social protection, develop tailored engagement materials, and support policy dialogue at national and global levels.
  3. Guide units, regional bureaus, and country offices on partnership strategies, proposal writing, and best practices in partnership development.
  4. Maintain up-to-date donor intelligence on social protection and promote organizational use of key information systems.
  5. Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are managed effectively.
  6. Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to maximize resource mobilization and collaboration opportunities.
  7. Support corporate dialogue with partners, highlighting strategic opportunities and issues to senior management, and prepare briefs and recommendations.
  8. Assist in designing partnership proposals, negotiations, and agreements, ensuring partner visibility and compliance with norms and regulations.
  9. In countries where WFP operates, support positioning of the social protection portfolio with governments and international institutions, sharing insights on donor interests and engagement strategies.
  10. Perform other related duties as needed.
Qualifications and Experience

Education: Advanced university degree in International Development, Economics, International Relations, Social Protection, or related fields.

Experience: At least 8 years in partnership roles.

Knowledge and Skills
  • Expertise in social protection policy, financing, and programming.
  • Understanding of government and corporate strategies, public policy, and influence levels.
  • Experience in developing multi-stakeholder partnerships and organizing advocacy events.
  • Proven ability to build long-term partnerships across sectors and geographies.
  • Experience in resource mobilization, negotiations, and contractual agreements.
  • Data-driven decision-making skills and external messaging creation.
  • Innovation in system improvements and partner intelligence platforms.
Languages

Fluent in English (Level C). Knowledge of Spanish, French, or Arabic is a strong asset.
