Job Title: Government Partnerships Consultant – Social Protection

Background and Purpose of the Assignment

About WFP

The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs at both the corporate and country levels through active engagement with governments and public sector institutions. The Thematic Team, established in 2021, aims to advance WFP’s climate, resilience, social protection, and nutrition portfolios through strategic fundraising, which requires a tailored approach compared to humanitarian fundraising.

Organizational Context

WFP seeks to fill the position of Government Partnerships Officer for Social Protection at its headquarters in Rome, Italy.

Job Purpose

WFP relies entirely on voluntary contributions for its projects. Building relationships with public sector fundraising partners is crucial for supporting projects that impact millions globally. Fundraising in the social protection domain is gaining momentum following WFP’s Strategic Plan, necessitating a targeted, cross-departmental strategy requiring specific expertise in social protection financing.

Responsibilities

1. Implement a government donor engagement work plan on social protection to foster quality partnerships aligned with WFP’s strategic goals, including organizing thematic discussions, events, and publications.
2. Position WFP with partners by developing tailored donor engagement materials and supporting policy dialogues at national and global levels.
3. Guide regional and country units on partnership strategies, proposal writing, and best practices, and update programming portfolios and funding needs.
4. Maintain up-to-date donor intelligence on social protection and promote organizational use of key information systems.
5. Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are managed effectively.
6. Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to enhance collaboration and resource mobilization.
7. Support corporate dialogue with partners, highlighting strategic opportunities and providing recommendations to senior management.
8. Assist in designing partnership proposals, negotiate agreements, and ensure partner visibility and compliance.
9. Support WFP’s positioning with national governments and international institutions at country levels, based on socio-political insights.
10. Perform other duties as required.

Qualifications and Experience

Education: Advanced degree in International Development, Economics, International Relations, or related fields.

Experience: Minimum of 8 years in partnership roles, with expertise in social protection policy, financing, and programming.

Knowledge and Skills

• Experience in developing multi-stakeholder partnerships and advocacy events.
• Proven ability to build and expand partnerships across sectors and geographies.
• Experience in resource mobilization, negotiations, and resource strategy development.
• Data-driven decision-making skills and external messaging expertise.
• Experience with system improvements and partner intelligence platforms.

Languages

Fluent in English (Level C); knowledge of Spanish, French, or Arabic is a strong asset.
