  • BACKGROUND AND PURPOSE OF THE ASSIGNMENT :
    ABOUT WFP

    The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs at corporate and country levels through active engagement with governments and public sector institutions. Within GPC, the Thematic Team was created in 2021 to advance WFP’s climate, resilience, social protection, and nutrition portfolio through systematic and strategic fundraising for thematic and development activities, requiring a different approach than humanitarian fundraising.

    ORGANIZATIONAL CONTEXT

    WFP seeks to fill the position of Government Partnerships Officer for Social Protection, based in the Global Partner Countries Division at Headquarters in Rome, Italy.

    JOB PURPOSE

    WFP relies on voluntary contributions for project funding. Relationships with public sector fundraising partners are crucial for supporting projects that impact millions globally.

    Fundraising for the thematic agenda from development partners is gaining momentum following WFP’s Strategic Plan approval. This requires targeted, cross-departmental strategies, especially in social protection financing.

    RESPONSIBILITIES
    1. Implement a government donor engagement work plan on social protection to develop and strengthen partnerships aligned with WFP’s strategic goals, including organizing discussions, events, and publications.
    2. Position WFP with partners on its value proposition in social protection, develop tailored engagement materials, and support organizational coherence in partner engagement.
    3. Guide units, Regional Bureaux, and Country Offices on partnership strategies, proposal writing, and best practices, updating portfolios and funding needs.
    4. Maintain up-to-date donor intelligence on social protection and promote its use within WFP.
    5. Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are managed effectively.
    6. Manage social protection partnerships, including partner profiling, data analysis, and outreach planning to expand collaboration opportunities.
    7. Support corporate dialogue with partners, highlighting strategic opportunities and issues to senior management, and prepare briefs and recommendations.
    8. Assist in designing partnership proposals, negotiations, and agreements, ensuring partner visibility and compliance.
    9. Support WFP’s positioning on social protection with governments and international institutions, sharing insights and advising on donor engagement.
    10. Perform other related duties as required.
    QUALIFICATIONS AND EXPERIENCE

    Education: Advanced University degree in International Development, Economics, International Relations, Social Protection, or relevant field.

    Experience: Minimum of 8 years in partnership roles.

    KNOWLEDGE AND SKILLS
    • Experience in social protection policy, financing, and programming.
    • Understanding of government and corporate strategies, public policy, and influence levels.
    • Experience in developing multi-stakeholder partnerships and organizing advocacy events.
    • Proven ability to develop long-term relationships and expand engagement across sectors and geographies.
    • Experience in resource mobilization, negotiation, and data-driven decision-making.
    • Ability to create external messaging, briefs, and talking points tailored to stakeholders.
    • Contribution to system improvements and partner intelligence platforms.
    Languages

    Fluency (Level C) in English; knowledge of Spanish, French, or Arabic is a strong asset.
