The Global Technical Governance Manager, reporting to the Vice President of Global Operations for Governments and Institutions, will be part of the Connectivity & Products Global Business Line.
Main Responsibilities:
- Act as the global Technical Manager providing guidance to networks (Inspection Centers and Certification Centers) in compliance with accreditation requirements such as ISO / IEC 17020, ISO / IEC 17065, SASO & SFDA accreditation, and other standards from National Standards Bodies related to PCA Contracts.
- Provide product technical files for presentation to Accreditation or Standards Bodies to request or suggest modifications to standards and address local deviations.
- Develop technical documentation for products and sectors for submission to Government Agencies as needed.
- Offer technical advice and guidance to the Standardization and Operations teams on PCA operations issues.
- Contribute technical elements to appeals against decisions by Principals or Accreditation Bodies regarding penalties or accreditation suspensions.
- Design new Certification Schemes for emerging business opportunities in sectors requiring standardized processes for health, safety, and quality validation.
- Investigate national quality management infrastructure to develop technical proposals for conformity assessment services in response to tenders or proposals.
- Provide technical and policy recommendations on conformity assessment business matters, including global trends and new business opportunities.
- Lead collaboration efforts within the C&P group and with other SBUs to expand business activities.
- Assist in business development by identifying opportunities and creating new service offerings related to conformity assessment and trade facilitation.
- Prepare and deliver training to SGS PCA Program clients, covering standards such as ISO / IEC 17065, 17067, 17020, WTO Technical Barriers to Trade, and National Quality Infrastructure.
- Update and innovate PCA risk assessment methodologies as needed.
Qualifications:
Educational / Professional Qualifications & Experience:
- Bachelor's degree in engineering or a related technical field.
- At least 10 years of experience in the industry, with expertise in areas such as:
Technical Regulations (WTOTBT rules):
- Quality Assurance
- Laboratory Testing
- Conformity Assessment (certification / accreditation)
- Trade export procedures, technical regulations, and documentation
- Product certification or conformity assessment processes, product specifications, standards, and customs classification
- Conformity assessment regimes (e.g., EU Directives, US CPSC, GCC)
- Minimum 5 years of management or supervisory experience in conformity assessment
- Working knowledge of ISO 17020, 17065, 17025 standards
- Experience in multicultural environments
- Strong training skills
- Regulatory experience with Standards Bodies, Ministries, or Trade organizations
