This Facility Planner role supports NAVFAC EURAFCENT with primary work at NSA Naples (Capodichino) and temporary travel to NSA Bahrain, delivering planning, estimating, scheduling, engineering, and administrative services. The candidate should have a 4-year degree in engineering/architecture/planning and at least 7 years of relevant experience, plus knowledge of SFPS and Navy e-systems such as iNFADS,

JOB TITLE:

Facility Planner

GOVERNMENT AGENCY & LOCATION:

NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain.

JOB SUMMARY:

Provide services in support of the overall operational objectives of Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of responsibilities. Primary duties are to provide planning, estimating, scheduling, engineering, project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain is comprised of four (4) installations known as NSA 1, NSA 2, NSA 3 and Isa Air Base.

EDUCATION and EXPERIENCE REQUIREMENTS:

• Degree in an appropriate engineering, architecture, landscape architecture, or community planning discipline and have seven (7) years’ experience in similar duties described below.
• Analytic skills to analyze engineering, management, and economic data; develop appropriate alternatives; and identify benefits and liabilities.
• Demonstrate an understanding of abstract planning concepts possessing a high degree of uncertainty and demonstrate the ability to manipulate these concepts.
• Comprehensive knowledge of the Navy Shore Facility Planning System (SFPS) and demonstrate experience with all major components of that system.
• Knowledge of Navy e-systems, such as but not limited to iNFADS, PAX, ieFACMAN, etc.
• Application of knowledge and skill to the shore facilities planning environment.
• Regional Plans & Studies – Preparation of plans & studies that address the infrastructure investment requirements and strategies at the regional scale. These plans can be functional or platform-based, are broadly scoped, and guide more detailed installation planning efforts. Plans can involve more than one installation within the region including plans for fleet concentration areas. Examples are: Regional Integration Plans (RIPs) and Functional Regional Shore Infrastructure Plans (RSIP), Special planning studies, and Business Case Analyses.
• Installation Plans & Studies – This includes plans that are at or within the installation level that address both the Land Use and Capital Investment requirements. Examples are: Installation Development Plans (IDPs), Capital Improvement Plans and Recapitalization Plans, Installation Appearance Plan (IAP), Antiterrorism/Force Protection (ATFP) Plans, Master Plans, Land Use Development Plans, Shore Capability Area (SCA) studies, and Special planning studies that cover this area are also included.
• Basic Facility Requirements (BFR) and Facility Planning Document (FPD) Preparation – Preparation of Basic Facility Requirements (BFRs) and Facility Planning Documents
