General Description:

The Executive Director, Head of European Government Affairs & Public Policy, will lead the development and execution of government affairs and public policy strategies across Europe, including the EU and non-EU countries. This role involves collaboration with internal teams such as the General Manager of Europe, country managers, market access, corporate communications, regulatory affairs, patient advocacy, and legal teams to influence policy outcomes that promote medicine access, influence regulatory frameworks, and protect intellectual property.

The role also involves working with the Swiss government and engaging with key external stakeholders, including EU policymakers, national governments, trade associations like EUCOPE, the Swiss Biotech Association, and other policy influencers across EU and non-EU regions.

Close partnership with the Head of U.S. Government Affairs & Public Policy is essential to ensure a cohesive global strategy. The Executive Director will also be part of the General Manager’s leadership team, guiding regional and global public policy initiatives, with a dotted reporting line to the General Manager of Europe for regional alignment.

Strategic Leadership & Collaboration:

  • Lead the European Government Affairs & Public Policy organization, ensuring strategies align with business and market access objectives across EU and non-EU countries.
  • Serve as a key member of the leadership team, collaborating with country managers and government affairs directors to align strategies with regional priorities.
  • Coordinate with the Senior Vice President, Head of Government Affairs, and the CEO’s Special Assistant to align European and global policy initiatives.
  • Work with the Head of U.S. Government Affairs to ensure global policy cohesion.
  • Influence regulatory frameworks and facilitate timely access to medicines through collaboration with regulatory and market access teams.
  • Maintain regional alignment through a dotted reporting line to the General Manager of Europe.
  • Develop strategies for engaging with the Swiss government on health policy, regulatory processes, market access, and intellectual property protection.
  • Advocate for policies promoting market access, regulatory improvements, and IP protection across Europe, including Switzerland.
  • Engage with EU institutions and national governments to shape policies supporting innovation and access.
  • Collaborate with country managers and market access teams to address local challenges.
  • Work with Patient Advocacy to include patient perspectives in policy discussions and access initiatives.
  • Coordinate with Legal and Intellectual Property teams to ensure compliance and address legal challenges.
  • Build relationships with policymakers, regulatory agencies, and stakeholders across EU and non-EU countries, especially in Switzerland.
  • Represent the company in European trade associations and industry forums to shape policy positions and advocate for innovation and IP rights.
  • Drive regulatory improvements, pricing, reimbursement policies, and access to medicines, especially in Switzerland.
  • Support national government relations efforts aligned with regional and global strategies.

Education and Experience:

Advanced degree in Political Science, Law, Public Policy, Public Health, or related field.

Supervisory Responsibilities:

Managerial responsibility, budget discretion, and cross-functional management skills required.

Computer Skills:

Proficiency with MS Office, SharePoint, and project management tools like Smartsheet. Ability to learn new applications.

Other Qualifications and Experience:

  • 14+ years in government affairs, public policy, or related fields, with at least 5 years in leadership, preferably in biopharmaceuticals or healthcare.
  • Extensive experience with European government institutions, regulatory bodies, and trade associations.
  • Proven ability to influence policy and regulation in EU and non-EU markets, including Switzerland.
  • Experience working with European trade associations and shaping policy positions, especially around IP.
  • Deep knowledge of biopharmaceutical regulations and policies in Europe and Switzerland.
  • Strong understanding of EU policy-making processes and institutions.
  • Excellent communication, negotiation, and public speaking skills for engaging senior policymakers.
  • Strategic thinking and navigating complex policy challenges across markets.
  • Fluency in English; additional European languages like German, French, or Italian are a plus.
