NOTE: This is a trainee position, targeted at UA-03. The position may be filled at the UA-04 or UA-03 grade level. If filled at UA-04, the incumbent may be promoted non-competitively to UA-03 upon completing necessary training, meeting qualification requirements, and upon supervisor's recommendation.

The incumbent exercises practical knowledge of engineering methods and techniques to perform technical duties related to planning, scheduling, evaluation, and efficient use of Government-controlled and leased housing facilities. Responsibilities include planning, programming, coordinating, and monitoring projects related to maintenance, repair, modification, rehabilitation, improvement, and minor construction of assets under the housing division. Analyzes existing facilities for maintenance costs, condition, and requirements. Prepares annual and long-range work programs, reviews project status, and initiates acquisition packages for leased quarters, including surveys, contact with owners/contractors, technical evaluations, and coordination with higher headquarters. Represents housing interests in engineering plans, procurement, and contracts. Writes specifications for projects, reviews plans and designs, and participates in planning and design meetings. Conducts inspections of housing facilities, reviews work requests, and assesses compliance with regulations and standards. Locates and assesses housing units for lease, requiring travel and inspections. Contacts landlords/contractors, evaluating the units' suitability and determining corrective actions. Ensures budget inclusion for all work plan requirements and provides cost inputs based on current and historical data.

NOTE: The work schedule is 40 hours per week, Monday through Friday, from 08:00 to 17:00, including a 1-hour unpaid lunch break.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the standards in the Qualification Standards Handbook.

EXPERIENCE:

At UA-04, a minimum of 1 year of specialized experience equivalent to UA-05 is required.

At UA-03, a minimum of 1 year of specialized experience equivalent to UA-04 is required.

Specialized experience involves knowledge, skills, and abilities relevant to the duties of the position, typically related to the work involved.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Education must be directly related to the occupation.

NOTE: Knowledge of English, both oral and written, is required for technical instructions, specifications, and discussions.
