Summary

Educational Aids/Technicians (CYP Assistants) work directly with children and youth, keeping them actively engaged, well-cared for, and safe while participating in the CYP. The CYP Assistant's day includes helping children develop social skills such as making friends and conflict resolution; making healthy choices, whether it be choosing nutritional snacks or appropriate recreational activities; building self-help and school readiness skills; and exploring the environment around them.

Duties

Help

The duties and responsibilities of the CY Program Assistant are grouped into categories: curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities. Each is described below.

Curriculum

  • Develops schedules and activity plans, reviewing and providing input into plans developed by entry and intermediate level Educational Aids (CY Program Assistants), CY-1702-I. Ensures plans incorporate the observed needs of children and youth.
  • Implements activities and special events that meet physical, social, emotional, and cognitive needs. Incorporates special instructions from parents, such as dietary or physical needs.
  • Prepares and implements program options for children and youth with special requirements, caring for those with special needs as directed.
  • Demonstrates, instructs, leads, and facilitates planned and spontaneous activities.
  • Models developmentally appropriate practices and classroom management techniques.
  • Promotes safety, fitness, health, and nutrition practices.
  • Helps arrange for and/or serve snacks or meals where applicable.

Indoor and Outdoor Environment

  • Prepares, arranges, and maintains activity areas and materials.
  • Sets up displays and bulletin boards.
  • Inventories equipment and recommends replenishment of supplies.
  • Secures supplies, equipment, and facilities.

Interactions and Relationships

  • Establishes a program environment that sustains interest and promotes positive interactions.
  • Interacts with children and youth using approved guidance and development techniques.

Supervision of Children and Youth

  • Provides care, supervision, oversight, and accountability, complying with DoD and local policies.
  • Maintains control and accounts for whereabouts and safety.
  • Supervises during activities, field trips, outings, and events.
  • Ensures children depart with authorized persons per parental instructions.
  • Observes for signs of illness, abuse, or neglect and reports as directed. Mandatory reporter to Family Advocacy and Child Protective Services in suspected cases.

Parent and Employee Communication

  • Interacts professionally with staff, parents, and command personnel.
  • Provides feedback to parents about their children or activities.
  • Participates in conferences with parents and staff.

Assessment

  • Observes and documents developmental progress or concerns.
  • Participates in program evaluation using designated tools.

Compliance

  • Assists in achieving and maintaining DoD certification and accreditation.
  • Ensures compliance with applicable laws, policies, and regulations. Reports safety concerns.

Additional Responsibilities

  • Collects and reports participation data.
  • Performs other duties as assigned.

Requirements

Conditions of employment include:

  • Must be 18 or older.
  • Complete required training and maintain certifications as per federal, state, and accreditation standards.
  • Pass all background checks.
  • Undergo drug testing; positive results or refusal may lead to removal.
  • Pass medical examination, immunizations, and be free of communicable diseases.
  • Ability to walk, stand, bend, lift up to 40 pounds.
  • Male candidates born after Dec 31, 1959, must certify registration with Selective Service.
  • Possess a No-Fee Passport, Sponsor's Orders, or Command-sponsorship authorization, and a sojourner's permit/application letter.

Qualifications

Depending on qualification level, incumbents may be promoted non-competitively upon meeting requirements.

Entry Level (CY-1702-01)

  • Effective communication skills in English.
  • Ability to follow instructions.
  • Complete DoN training within timeframe.
  • Ability to work cooperatively and promote effective relationships.

Intermediate Level (CY-1702-01)

  • Six months experience working with children/youth.
  • Knowledge of child and youth development principles.
  • Ability to implement developmentally appropriate practices.
  • Ability to interpret curriculum plans.
  • Follow written instructions and work as part of a team.

Target Level (CY-1702-02)

  • One year experience working with children/youth.
  • Knowledge of development principles to meet needs.
  • Skills to implement appropriate development practices.
  • Ability to promote effective relationships.
  • Verbal communication skills for program information and procedures.

Education

  • Provide a copy of your High School Diploma, GED, or transcripts showing degree when applying.

Entry level requires a high school diploma or equivalent. Prior experience is preferred.

Intermediate level requires a high school diploma, six months experience, and completion of Navy Entry Level training or equivalent.

Target level requires a high school diploma, one year experience, and additional credentials or education as specified.

Additional information

Conditions include passing drug tests, background checks, and compliance with DoD regulations. Certain disqualifiers apply for criminal offenses or negligence involving children.

Participation in direct deposit and other employment requirements are mandatory.

The Navy CYP Employee Transfer Program allows voluntary transfers between CYP positions.
