Accountabilities:
With reference to activities on high complexity project/bids or on more medium/small complexity international projects/bids:
- Ensure the issuance of an estimation of the overall external costs on “high complexity” Bids;
- Ensure the external cost planning and forecast (for materials, services, packages, and subcontractors) during the project execution phase in collaboration with the cost controlling department;
- Ensure the submission of all project Supply Chain inputs required to define and issue the Integrated Project Plan;
- Ensure the issuing and distribution to the project teams of planning and logistics relevant documents (Logistic Plan, MPS, Inventory Report, etc);
- Ensure the project material delivery (including spare parts and repairing of failed material) in accordance with the project plan by coordinating all planning & logistics activities among the different legal entities involved in the project;
- Ensure the “launch of the production” based on project requirements (Transfer orders, Purchase orders, advance demand, etc.) in alignment with the project schedule;
- Ensure the issuing of Purchase Requests for all materials, external services, packages, and subcontractors to ensure on-time project delivery;
- Ensure the issuing of supplier logistics and supply planning documentation in alignment with contractual requirements (Performance Bond, Transportation Plan, Procurement Plan, Fabrication Plan, etc);
- Ensure monitoring and reporting on supplier performances (including logistic providers) in terms of production, FAT, lead time, shipment, project warehouse management, and contractual compliance;
- Identify and implement project mitigation actions due to potential supplier performance misalignments (delays in material FAT and/or delivery, etc);
- Create SES (Service Entry Sheet) and Work Progress Certificate (WPC), based on supplier achievement of milestones, to authorize invoice issuance;
For international projects/bids involving multiple STS Legal Entities and complex package subcontractors:
- Ensure timely delivery of materials on high or medium/small complexity projects in accordance with the Integrated Project Schedule and Budget;
- Optimize synergies among projects to increase delivery efficiency;
- Continuously improve Supply Chain Planning processes, especially cross-functional activities;
- Finalize & submit make and buy external cost estimations.
Performance Criteria:
- CET form completed and issued in line with bid schedule;
- Material and service delivery aligned with the Project Schedule;
- Mitigation actions identified for potential delivery delays;
- External cost figures vs budget and forecast;
- Regular updates and reporting on external costs (materials, services, packages, subcontractors);
- Inventory figures accuracy for company and project warehouses.
Required Skills/Knowledge:
- Technical Bachelor's degree or equivalent technical background;
- 5 to 7 years of experience in Supply Chain;
- Procurement planning methods;
- Vendor rating and supplier monitoring;
- Technical/Technology knowledge;
