Division of Data, Analytics, Planning and Monitoring (DAPM):

Established in 2019, DAPM drives decision-making and organizational learning to improve results for children. It promotes data use and monitoring to achieve transformative impacts.

The division manages data through two sections: the Data & Analytics Team and the Chief Data Office, led by the Chief Data Officer.

The Data & Analytics Team supports UNICEF programming and advocacy, maintaining global databases and standards. The Chief Data Office collaborates across divisions to ensure responsible data use, safeguard data, and enable data-driven decisions.

Role of Data Protection Specialist (Governance):

This role is pivotal in establishing and maintaining UNICEF’s data protection framework, ensuring compliance with the 2020 Policy for Personal Data Protection, and supporting the responsible use of personal data.

The incumbent will develop normative frameworks, guidance, tools, and training, working closely with a team supporting data protection implementation across UNICEF offices globally.

Key Responsibilities:
  1. Develop and review data protection policies, procedures, and impact assessments.
  2. Integrate data protection into organizational policies across divisions such as HR, Supply, and Communications.
  3. Align legal and contractual templates with data protection requirements.
  4. Design governance structures for compliance monitoring and oversight.
  5. Provide technical support on legal and governance matters related to data protection.
Qualifications:
  • Master’s degree in law, data protection, or related field; certifications are an asset.
  • Minimum 5 years’ experience in data protection, legal compliance, and governance.
  • Strong knowledge of GDPR and international data laws.
  • Experience working with multilateral or UN agencies preferred.
  • Excellent communication, analytical, and project management skills.
Skills and Language:
  • Effective stakeholder engagement and motivation skills.
  • Fluent in English; knowledge of other UN languages is an asset.
