Within the GCAP Joint Venture, in the GCAP Technical Leadership UO, we are looking for a Data Custodian Senior Manager for GCAP HQ in Reading (UK).

The Data Custodian Senior Manager is a leadership role in the Headquarters responsible for managing and overseeing the organization’s data control, storage, accessibility, tracking processes, and procedures across the Global Combat Air Programme (GCAP) Joint Venture (JV) organisation.

This role focuses on ensuring the enduring use and access for all GCAP data while enabling the use of data as a strategic asset to support GCAP business decision-making and digital transformation.

This role will support the GCAP JV Head of Data in delivery of the GCAP JV Data and Insights Value Stream.

Digital / Information Technology Operating Model (ITOM) Principles (including Data and Insights Value Stream):

  • Deliver Technology Leadership Capabilities through internal resource
  • Fulfil Service Integration and Management (SIAM) capabilities internally
  • Primarily retain Data and Insights Capabilities within the Joint Venture
  • Deliver end user touchpoints through internal resource

Key Capability Accountabilities and Objectives

  • To align with the Capabilities to be delivered with associated timeline - once agreed with the GCAP Joint Venture leadership, and as defined by the GCAP CDIO, when appointed.

Essential Skills, Experience and Qualifications:

  • Evidence of >5 years experience of leadership in digital or data disciplines
  • Relevant up to date leadership and management training.
  • Evidence of recent relevant Continuous Professional Development
  • Ability to gain and maintain based security clearances in the UK

A Bachelor's degree or higher is required. Preferably a Bachelor's degree in Data Science, Information Technology, Knowledge Management or a related Science, Technology Engineering or Mathematics (STEM) qualification.

3+ years of experience in data storage design and management, as well as formulating and auditing data archive policies.

Expertise in Knowledge Management Systems, Information Management and secure movement of data through enterprise tools and environments.

Knowledge of data storage systems such as RDBMS (e.g., MySQL, PostgreSQL), NoSQL (e.g., MongoDB, Cassandra), and data warehouses (e.g., Amazon Redshift, Google BigQuery).

Knowledge of data exchange technologies and protocols such as API, ETL, and data replication.

Knowledge of cloud storage services such as AWS, Azure, and Google Cloud Platform.

Experience of devising and implementing frameworks, tools and approaches to transform services and leading major change that challenges existing ways of working, and different service delivery models which provide better outcomes for the JV

High ethical standards when handling confidential information.

Strong verbal and written communication skills in English (written and verbal) with supervisors and team members.

The ability to comprehend tasks, instructions, and feedback, as well as create reports, documents, and to write emails in English.

Experience in monitoring and improving data quality.

Experience in developing and implementing educational programs on data custody, information knowledge management and enduring storage

Experience using major Microsoft Office applications (e.g., Word, Excel, PowerPoint)

Ability to efficiently manage and prioritize multiple tasks and schedules.

Ability to quickly respond to various challenges and identify appropriate solutions.

Expert knowledge of Data Custodian and related ethics, agile working and up to date data protocols

Understanding of regulations and industry standards related to data management, such as UK GDPR, and experience in developing processes and policies based on them, as well as conducting and supporting external compliance audits.

Evidence of personally leading within an organisational culture that models and embeds the practice of co-design and co-production and collaboration with people inside and outside the organisation.

Ability to develop long term strategic thinking and bring new ideas, approaches, and solutions.

Ability to translate complex ideas and information into meaningful and ‘user-friendly’ information; ‘tells the story’ to bring people along and ensure all audiences understand the key messages.

Highly skilled communicator who communicates with clarity, conviction and enthusiasm and can demonstrate integrity, create rapport, and build trust and confidence to positively influence outcomes.

Desiderable Skills, Experience and Qualifications:

  • A Master’s degree in Data Science, Business Administration (MBA), or a relevant discipline is preferred.
  • Professional membership of STEM related independent organisation e.g. Institute of Engineering Technology, Royal Engineering Society etc.
