Job Summary :

The role involves managing administrative requirements and the business planning process, including price analysis for tender procedures and sales quotations in both public and private sectors.

Key Responsibilities

• Identify opportunities to enhance the indirect supply base through supplier consolidation, outsourcing, or supplier-driven innovation.
• Understand and execute strategic sourcing processes, including Request for Quote (RFQ), Request for Proposal (RFP), Request for Information (RFI), and Statement of Work (SOW) development.
• Manage RFPs and negotiate SOWs, ensuring all contracts are reviewed and executed in compliance with legal and financial policies.
• Facilitate supplier business reviews and foster strong, strategic supplier relationships.
• Execute supplier consolidations to drive productivity, efficiency, and cost savings.
• Implement working capital improvement programs, including inventory reduction and better supplier payment terms.
• Develop, negotiate, and execute supplier contracts that optimize total cost of ownership (TCO), improve quality, and mitigate supply chain risks.
• Ensure in-depth knowledge of purchasing agreements and Terms & Conditions.
• Partner with internal stakeholders to align procurement strategies with departmental objectives.
• Deliver year-over-year cost savings and efficiency improvements.

Required Skills & Qualifications :

• Strong negotiation skills with a focus on achieving optimal total cost and supply outcomes.
• Solid knowledge of purchasing agreements, procurement processes, and relevant legislative frameworks (e.g., Legislative Decree 50 / 2016 and 36 / 2023).
• Experience with E-Procurement systems and platforms such as MEPA, the Dynamic Acquisition System, and ANAC portal procedures.
• Proficiency in SAP and Microsoft Office Suite (Excel, Word, PowerPoint).
• Familiarity with public administration purchasing systems and tools.

Experience and Education :

• At least 3 years of experience in a similar role, with preference for tender management expertise.
• Associate’s Degree (A.A.) or equivalent from a two-year college or technical school.
• Fluent in Italian and Spanish.
