A leading company seeks Capacity Building & Training Experts in Public Administration for short-term consultancy roles in Caserta. Successful candidates will have proven experience in adult learning and will design and deliver training materials to public service personnel, focusing on digital service delivery and transformation. This position offers flexibility in working from both remote and on-site locations and is under a contract lasting up to 12 months.

Capacity Building & Training Experts – Public Administration

Location: Europe (remote/on-site as needed)

Duration: Up to 12 months

Estimated Workload: Short-term assignments / task-based consultancy

About the Opportunity: We are creating a pool of Capacity Building & Training Experts – Public Administration for a new FWC Contract: EC-SG REFORM/2025/OP/0001: Provision of consultancy services to support the design, development, implementation, monitoring and evaluation of structural reforms in EU Member State. Experts in this pool will be contacted for specific assignments as they arise. If you have relevant experience we encourage you to apply.

Key Responsibilities:

  • Design a capacity building plan for public authorities involved in digital service delivery.
  • Prepare and deliver training materials on public service redesign and digital tools (up to five topics).
  • Deliver training sessions for 20–30 civil servants on user-centred service design, digital readiness, and transformation frameworks.
  • Evaluate training effectiveness and develop post-training guidance.

Qualifications:

  • Proven experience in adult learning, public administration training, or organisational development.
  • Minimum 5 years of experience designing and delivering trainings in governance/digital transition.
  • Strong facilitation and communication skills; experience in blended or online delivery formats.
  • Knowledge of public sector innovation or EU-funded capacity building preferred.
