INTRODUCTION

The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations, which promotes social justice in the world of work.

The vision of the International Training Centre is to be the global Centre of excellence for ILO constituents to source capacity development services on social justice for decent work. The mission of the Centre is to provide people across the world of work directly and via ILO constituents with access to digitally enhanced capacity development services to successfully manage their Future Work transitions.

The Programme for Employers’ Activities is an integral part of the Training Department of the Centre. It responds to the training needs of business representative organizations and their members. The mission of the Programme is to deliver high-quality training activities, learning tools, and global products, based on the demand and the needs of training and learning of leaders, senior managers, middle managers, and technical staff, and where appropriate, to members of these organizations.

The Programme develops its strategy and implements the work plan in close collaboration and coordination with the Bureau of Employers’ Activities of the ILO (ACT / EMP). Its training and learning activities are also closely aligned with the policies, priorities, and strategies as determined by the Employers’ Training Committee and ACT / EMP.

Functional responsibilities

Main Purpose – The Associate Programme Officer contributes to the organization, design, and implementation of high-quality training projects and advisory activities mainly to staff and Board members of Employers and Business Membership Organizations (EBMOs), and other ILO stakeholders in the specific area of interest of the Unit.

Team Role – Under the close supervision of the Programme Manager, the Associate Programme Officer operates within specific delegated areas of responsibility.

Partnership – As part of the team, the Associate Programme Officer liaises and interacts with colleagues, counterparts, officers and technical staff in ILO HQ and in field offices, and with governments officials, international organizations, and external collaborators.

Results – The Associate Programme Officer researches and analyses issues and potential training needs related to project development, and contributes to the administration and implementation of training activities and advisory services. His / her actions impact on the performance of systems and processes and on team’s achievements. Specific deliverables are pre-set by the Unit Manager and are reflected in the individual annual work plan, in line with established corporate priorities and the Centre’s results-based management framework.

Specifically, the Associate Programme Officer will perform the following duties :

1. Analyze the economic, social, and political factors affecting sectors, countries, or regions and determine training requirements to assist Employers' and Business Membership Organizations in better servicing their members and developing and promoting policy proposals for economic and social development.

2. Provide advisory services to EBMOs in order to improve their managerial capacity and operational effectiveness, through the use of organizational analysis, capacity assessments, IT tools, and human resources development.

3. Research, compile and analyze data relevant to the assessment of training needs, the identification of potential financial resources, and the formulation of training proposals in the assigned technical area;.

4. Contribute to the design and testing of training courses and modules; draft documentary and statistical reports, sections of feasibility studies, and training course specifications; propose improvements to training material.

5. Implement assigned training courses and activities, using different delivery modalities (distance, face-to-face, blended); and oversee the administrative aspects related to the organization, and logistical arrangements; liaise with colleagues, resource persons, consultants / external collaborators and participants; monitor specific aspects of the training project or activity design, implementation and evaluation.

6. Participate to the development of new digital products and e-learning platforms in consultation with the Information and Communications Technology Services (ICTS).

7. Perform other related duties as required.

Qualifications required Education

  • University degree in social sciences, economics, law, business administration, communication and media, international relations or other related field.

Experience

  • At least three years of relevant professional experience, including at the international level, of which at least two years of working experience in a low or middle-income country.
  • At least two years of experience in Employers and Business Membership Organizations (EBMO) and / or comparable experience in development cooperation functions with practical experience of working with EBMOs.
  • Experience in planning and / or coordination, and / or administration and / or delivery of training activities, as well as knowledge management in technical areas of relevance to the Unit.

Languages

  • Excellent knowledge of English and good knowledge of a second working language are essential
  • Knowledge of other ITCILO working languages is an asset.

  • Familiarity with computer applications, e-learning management systems, databases and other corporate software.
  • Foundational knowledge of instructional pedagogy and learning design.
