An international organization in Rome seeks an Administrative Law Consultant to provide legal and policy advice on HR practices. Job Title : Administrative Law Consultant

General description of the project

The Human Resources Office ensures that ICCROM enhances effective human resource management by developing and implementing policies, programs and services that contribute to the attainment of organizational goals and well-being.

We are seeking the services of a qualified consultant with expertise in Human Resources (HR) and Administrative Law to support our ongoing efforts to strengthen institutional practices in accordance with International Administrative Law frameworks, staff regulations and rules, and the relevant jurisprudence of the ILOAT. The consultant will provide legal and policy advice to ensure compliance with applicable rules and standards and contribute to the development and review of internal administrative procedures and policies.

Key Deliverables and Tasks

Under the supervision of the Human Resources Officer and the overall guidance of the Finance and Administration Officer, the consultant will :

Revise the ICCROM Administrative Manual to align with best practices, jurisprudence of the ILOAT, and legal standards.

Provide legal advice on complex HR and Administrative Law matters, including new Guidelines and Administrative Circulars, disciplinary processes, entitlements, and separation from service.

Review draft HR decisions and documentation for legal sufficiency and compliance.

Advise on the application and interpretation of the Staff Regulations and Rules and related administrative issuances.

Support the preparation of responses to legal claims and administrative review requests.

Provide input, strategic advice, and risk assessment on ongoing or potential litigation cases involving HR administrative matters.

Other necessary tasks, as requested by the Supervisor.

Required qualifications :

Education

Advanced University Degree (Master’s or equivalent) in Law, with specialization in Administrative Law, Labour Law or International Law.

Minimum of five years of progressively responsible experience in legal advisory services related to Administrative and / or Labour Law, preferably in the context of the United Nations or other International Organizations.

Demonstrated experience in drafting legal texts and advising on HR legal frameworks.

Skills and knowledge

In-depth knowledge of International Administrative Law and legal frameworks governing the employment of staff in intergovernmental organizations.

Sound understanding of HR practices, employment dispute resolution mechanisms, and due process rights in international organizations (e.g. Administrative Reviews and Appeals Committee).

Familiarity with jurisprudence from UN tribunals and other administrative tribunals (e.g. ILOAT) is highly desirable.

Proficiency in legal research tools and Microsoft Office applications.

High level of professional integrity, discretion, and respect for confidentiality.

Languages

Fluency in English is required.

Knowledge of French or another official UN language is an asset.
