Responsibilities

  • Develop a framework in the first month detailing what will be documented, in what format, frequency, and inputs.
  • Conduct at least one documentation visit to each state per quarter and interview stakeholders.
  • Write monthly field documentation notes capturing operational narratives, not just numbers.
  • Produce quarterly documentation outputs: process and outcome case studies (3–5 pages) with photos when available.
  • Support the Project Lead in donor reports with documented field progress and challenges.
  • Prepare the final project documentation compendium with district profiles, training design, IHIP integration, and scale-up recommendations.
  • Manage the project’s photographic record with consent and organized storage.
  • Coordinate with the Data Quality Control Officer to align narratives with data.

Established in 1993, YRGMERF is a leading non-governmentalorganisation in India dedicated to improving health outcomes through integratedhealthcare, inclusive partnerships, and research-driven interventions. Guidedby the principles of integrity and sustainability, the organisation addresses bothimmediate and emerging public health challenges, with a strong focus onprevention, care, support, and treatment—particularly in the area of HIV andother infectious diseases.

In India, the TIFA project aims to strengthennational health security through coordinated action across government systemsand community stakeholders. This approach is designed to build a resilientecosystem capable of detecting, preventing, and responding to emerginginfectious disease threats.

As part of this initiative, a decentralisedcommunity-based surveillance model will be implemented, aligned with theNational Centre for Disease Control (NCDC)’s Integrated Health InformationPlatform (IHIP) and the Integrated Disease Surveillance Programme (IDSP)framework. The model enables community platforms such as Self-Help Groups(SHGs) and Mahila Arogya Samitis (MAS) to identify and report early warningsignals using IHIP tools, thereby strengthening community ownership, improvingearly detection, and enabling timely public health response.

Role Overview

TheProgram Associate is responsible for capturing, organising, and presenting theproject’s operational experience, lessons learnt, and knowledge products. Thisis not a communications or PR role. The core function is to produce honest,detailed documentation of how the SCS model works in practice – what went well,what did not, what adaptations were needed, and what other districts or statescould learn from this experience. The documentation produced under this role ismeant to serve government stakeholders (NCDC, State Health Missions) who maywant to replicate the model, and the donor who needs to see that theirinvestment generated usable knowledge beyond the immediate project outputs.

Key Responsibilities
  • Develop a framework in the first month of the project,specifying: what will be documented (processes, outcomes, adaptations,community responses, government engagement), in what format (case studies,process notes, photo documentation, data summaries), at what frequency (monthlyfield notes, quarterly synthesis, final compendium), and who will provideinputs (District Coordinators, State Coordinators, community sentinels,government counterparts)
  • Conduct at least one documentation visit to each state perquarter. During these visits, interview community sentinels, government healthworkers, District Coordinators, and district health officers to capture theirfirst-hand accounts of how the surveillance system is operating
  • Write monthly field documentation notes based on inputsreceived from State and District Coordinators. These notes capture theoperational narrative – not just numbers, but the texture of what is happening:how communities are responding, what problems are arising, how governmentcounterparts are engaging, what workarounds the field team has developed
  • Produce quarterly documentation outputs: one process casestudy and one outcome case study per quarter, drawn from the most instructiveexperiences in the four districts. Case studies should be 3–5 pages, writtenplainly, with photographs where available, and focused on practical learningthat others can use
  • Support the Project Lead in preparing the narrative sectionsof quarterly donor reports by providing documented evidence of field-levelprogress and challenges
  • Prepare the final project documentation compendium: a comprehensive record of the SCS model as implemented, including districtprofiles, community mobilisation approach, training design, IHIP integration, verification protocols, government coordination experience, and recommendationsfor scale-up. This document is the project’s primary knowledge legacy
  • Manage the project’s photographic record. Ensure thatphotographs are taken systematically (training sessions, community meetings,government meetings, verification exercises) with proper consent, and arestored, labelled, and organised for use in reports and case studies
  • Coordinatewith the Data Quality Control Officer to ensure that documentation narrativesand data tell a consistent story. Where data and narrative diverge, investigateand resolve the discrepancy before including either in any report.

  • StrongEnglish writing skills. The ability to produce clear, readable prose withoutjargon is essential – this role is about making complex field realitiesaccessible to readers who were not present
  • Experienceconducting qualitative interviews with community members and governmentfunctionaries
  • Competence inbasic photography and photo editing for documentation purposes
  • Willingnessto travel to project districts (estimated 8–10 trips during the project period)
  • Hindi fluencyrequired. Kannada or Assamese knowledge is a plus but not mandatory, as StateCoordinators will support translation during field visits.
