Overall Role

The Technical Manager will (lead a team to) manage the day-to-day M&E Operations and activities for the assigned property/facility, and be the on-site key point of contact for key location stakeholders. The role will assume overall responsibility for site budgets, accounting and finance, maintenance and operations, contract services, purchasing of material, equipment & supplies, occupancy services and helpdesk.

Major Responsibilities
  • Establish Engineering & Operational procedures and roll out the same for site staff
  • Establish contacts with local authorities on the facility related issues and maintain the relationship. Responsible for all legal & authorities related compliances pertaining to facility & engineering systems
  • Plan and manage the budgets for Engineering & Operational contracts
  • Carry out Technical Audits for all installations at periodical intervals
  • Review the maintenance/service practices of M&E Contractors to deliver quality work practices in line with the manufacturer recommendations
  • Plan & take responsibility for smooth operations of all Mechanical, Electrical, Plumbing installations and Civil works pertaining to the facility
  • Responsible for planning a critical spares list for all installations as per manufacturer's recommendations and inventory
  • Responsible for development of all maintenance related schedules and shutdowns in consultation with Clients / OEMs
  • Periodically inspect the logbooks, checklists and PPM schedules for a better management of Engineering systems
  • Work towards the 'ZERO' down time and set up the practices to ensure the delivery of seamless service
  • Responsible for ensuring all statutory obligations such as Fire, Lift, Explosives and stability certificate etc.
  • Responsible for setting up the maintenance contracts to ensure the risk mitigation
  • Implement the Energy management programs to reduce the cost on utilities
  • Handle small renovation projects from initiation to completion. Basic knowledge of Projects management is essential
  • Responsible for weekly & monthly reports on M&E, covering the maintenance contracts, spare parts consumption, Incident reports, Improvement projects etc
  • Ensure energy management, saving opportunities, risk management & engineering systems audits.
  • Recommend continuous quality improvement practices and implement Industry Best Practice operations
  • Review existing operations regularly to reduce costs and improve operational standards
  • 24/7 emergency call support and site attendance is required
  • Develop and implement a facility management programme including preventative maintenance and life‑cycle requirements
  • Supervise maintenance and repair of facilities and equipment. Timely maintenance of Generator, UPS, Elevator, Air conditioners and other critical equipment
  • Plan and monitor appropriate facility management staffing levels & ensure efficient utilization of facility maintenance staff
  • Develop and implement innovation programmes and processes that reduce utility costs, increase productivity and savings and share learnings with within department
  • Continuous optimisation of processes, tools and documentation
  • Develop and sustain a high‑quality well‑motivated team
  • Ensure that engineering staff is qualified and trained to perform the duties they are expected to carry out
  • Manage and coach team
  • Provide technical advice and guidance for site delivery team
  • Ensure high staff morale, trust and work ethics

  • Plan and manage all contracts to ensure that they are professionally delivered at the right costs
  • Ensure expiry of contracts are well‑monitored and re validations are initiated if needed

  • Calculate and compare costs for goods and services to maximise cost‑effectiveness
  • Manage contractor and vendor relationships
  • Ensure vendors are well‑managed, delivering services on time and within budget
  • Review the maintenance/service practices of M&E contractors to deliver quality work practices in line with the manufacturer recommendations, established processes, tools and documentation
  • Plan and manage budgets for Engineering & Operational contracts
  • Ensure that vendor procurement processes comply with agreed procurement guidelines as well as One97 / Paytm best practices
  • Verify payment and invoicing match contract pricing
  • Prepare and track facility budget
  • Monitor expenses and payments
  • Generate and present regular reports and reviews of facility‑related budgets, finances, contracts, expenditures and purchases for the location
  • Develop and implement cost reduction initiatives
  • Actively work to ensure that the site’s financial operations are meeting or exceeding targets and control requirements including One97 / Paytm best practices
  • Ensure financial processes are followed at all times
Health & Safety Management
  • Ensure the provision of a safe working environment
  • Advise on and monitor energy efficiency
  • Oversee environmental health and safety practices & implement changes for safe work environment
  • Respond to facility and equipment alarms and system failures
  • Ensure compliance with statutory regulations on fire, health and safety standards

Ideal Experience
  • Graduate / Postgraduate in Electrical Engineering
  • 10‑12 years’ experience in managing Conventional / Multi‑tenant Facility
  • Has background and experience working in service industry
  • Knowledge of local occupational health and safety requirements
  • Knowledge of critical facilities
  • Knowledge of vendor management for specialised services
  • Excellent understanding of technical aspects of property and its utilities (Data center, generators, Air‑conditioning, Chiller system, Fire Protection system, Mechanical & Electrical system, UPS, BMS system)
  • Strong budget management and financial analysis skills
