Job summary

Digital India Corporation is seeking a Technical Lead to act as the technical authority, take over the NCIP codebase from incumbents and lead a multi-disciplinary team including developers and automation engineers. You will plan sprints, set coding standards, and own testing and release strategies for Node.js/React platforms.

You will guide upgrades to supported versions, perform root-cause analysis on production incidents, and work across MS-SQL/Elasticsearch with a focus on scalable government

Qualifications

• Essential: BE/B.Tech in Computer Science, IT, Electronics or MCA/MSc in CS/IT from a recognised university.
• Minimum 10 years in software development, with at least 4 years leading a development team on Node.js and React.
• Experience leading eight+ developers through production releases.

Responsibilities

• Act as the technical authority for the build and lead developers, mobile developers and automation engineers.
• Take over the code base from incumbents and ensure the team can build and release without them.
• Plan and run sprints against the module sequence with the Programme Manager.
• Set coding standards, review code, and manage branching and release discipline.
• Own the test strategy and release acceptance with QA Automation Engineers.
• Lead upgrade of Node.js and React to supported versions and drive root-cause analysis for incidents.

About the project

The National Crop Insurance Portal (NCIP) is the central platform of the Pradhan Mantri Fasal Bima Yojana (PMFBY). Farmer enrolment, premium calculation, loss intimation, claim settlement and payment through PFMS all run on it. It is used by farmers, banks, CSCs, insurance companies, State Governments and DA&FW, and is supported by a set of ancillary applications - the Farmer App, AIDE, CCE-Agri, CLAP, WINDS, YES-TECH, CROPIC, KRPH and the WhatsApp bot.

NeGD is taking over the technical and managerial ownership of NCIP and these applications from the incumbent vendors. The first year covers the takeover, the thirty-five Schedule-II modules, and the consolidation of fourteen surfaces into a farmer app, an intermediary app, a field evidence app and the NCIP portal. Three years of operations and maintenance follow, across three full Kharif and Rabi cycles.

The platform runs on Node.js services with a React front end, on MS-SQL and Elasticsearch, with Android applications in the field. The Node.js and React versions in use are past active support and are to be upgraded as part of the work.

What the role involves

• Act as the technical authority for the build, and lead the developers, mobile developers and automation engineers day to day.
• Take over the code base from the incumbent vendors, and confirm that the team can build and release it without them.
• Plan and run sprints against the module sequence agreed with the Programme Manager.
• Set coding standards, review code, and hold the branching and release discipline.
• Own the test strategy and the release acceptance, working with the QA Automation Engineers in place of a separate QA Lead.
• Lead the upgrade of Node.js and React to supported versions.
• Lead root-cause analysis for production incidents, and see the fixes through.

Qualification:

1. Essential. B.E. or B.Tech in Computer Science, IT, Electronics or an allied branch; or MCA; or M.Sc. in Computer Science or IT, from a recognised University or Institution.

Experience:

1. Minimum 10 years of experience in software development after qualification, including at least 4 years leading a development team on Node.js and React.
2. Leading a team of eight or more developers through production releases.
3. Taking a large application from development through user testing into production, and supporting it after.
4. Working with a relational database at scale, including query tuning.

Desirable.

1. Upgrading a large Node.js or React code base across major versions.
2. Search on Elasticsearch.
3. Work on a Government of India or State Government portal, and be familiar with GIGW, accessibility and a CERT-In empanelled security audit.
