Job summary

YRG MERF in Karnataka seeks a Technical Expert to mentor DISHA cluster units, supervise field teams, and translate NACP V components into practice. The role emphasizes data-driven guidance, coordination with district health departments, and ensuring timely, high-quality reporting.

Based at Belagavi, you will spend substantial time in the field, lead capacity-building efforts, and drive improvements toward HIV care and prevention at the district level.

Qualifications

  • Master's degree in Social Work, Sociology, Public Health, Humanities or related field.
  • Minimum of 5 years of experience in public health projects.
  • Direct experience working on HIV and AIDS programmes.
  • Strong understanding of NACP V and public health systems in India.
  • Excellent mentoring and supervisory skills.
  • Proven ability to build the capacity of district and facility teams.
  • Strong analytical and problem-solving abilities.
  • Proficiency in data analysis and reporting.
  • Ability to check reported data and spot quality gaps.
  • Excellent communication and interpersonal skills.
  • Willingness to spend a minimum of 20 days per month on field visits.
  • Flexibility to travel extensively within the assigned region.

Responsibilities

  • Provide mentoring support to 4 to 5 DISHA cluster units or DISHA single units at the cluster level.
  • Conduct monthly visits to all assigned DISHA units for on-site mentoring and supportive supervision.
  • Give evidence-based technical guidance on all components of NACP V to the DISHA units.
  • Strengthen coordination with allied health departments in the district, including NHM, NTEP and NVHCP, for better referral linkages.
  • Make field visits to NACP facilities along with DISHA staff for supportive supervision and capacity building.
  • Ensure monthly DISHA reports are submitted on time and are of good quality.
  • Verify data reported by at least 3 facilities per district each month and give inputs that improve data quality.
  • Guide the DISHA team on advocacy, stakeholder coordination and working with other departments in the district.
  • Assist DISHA in developing district profiles, integrated action plans and DISHA-specific IEC materials.
  • Orient district and cluster teams so that all NACP V component activities are carried out well.
  • Guide DISHA units on new NACP V strategies such as CSS, SSS, SOA, use of virtual media, APN and index case testing.
  • Drive steady improvement in the 95-95-95 performance targets of the DISHA cluster.

Technical Expert in Karnataka | YRG MERF
YRGMERF

YRG was set up in 1993 and is one of India's leading non-government organisations working on HIV. It provides prevention, care, support and treatment services for people living with HIV and AIDS, and works to stop new infections. At the heart of its work is a simple commitment: patients and their families are treated with dignity. YRG is a sub-recipient of the GFATM 2024-27 funding cycle from NACO, and uses it to run DISHA, a project that strengthens the District Integrated Strategy for HIV and AIDS under NACP V. This role sits within YRGCARE's programme implementation team, which supports district-level DISHA units to deliver these services well.

Role

The Technical Expert is the person DISHA cluster units turn to for guidance on the ground. Based at the cluster level in Belagavi, you will mentor and supervise several DISHA units, spend most of your month in the field visiting them, and help their teams put every part of NACP V into practice. You will also work closely with other health departments in the district so that people who need care are referred and reached. The role reports to the Lead – Program Implementation.
