Job summary

ICF is seeking a Lead for the Programme Management Unit to support client programmes in renewable energy. The role is the primary interface for integrated planning, governance, quality assurance and consolidated reporting across PMU workstreams, with field travel and client-site deployment for a fixed term of 3 years.

Qualifications

  • Master's degree in Engineering/Technology, Renewable Energy, Management, Public Policy, Economics or equivalent.
  • Minimum 10 years of relevant experience, preferably including at least 5 years in programme or project management, government schemes, renewable energy, infrastructure or large multi-stakeholder programmes.

Responsibilities

  • Act as the single-point professional lead and primary interface with client.
  • Prepare PMU work plans, allocate responsibilities and establish delivery calendars across resources.
  • Lead programme planning, governance and review processes for assigned schemes and programmes.
  • Quality-check all PMU outputs before submission and ensure consistency, accuracy and timely delivery.
  • Lead review meetings and elevate critical issues with clear analysis, options and proposed solutions.
  • Integrate finance, digital/MIS, state coordination, vendor, contractual, environment and safety, and RMS workstreams into one programme view.
  • Maintain the consolidated programme dashboard, risk register, issue register, decision log and management action tracker.
  • Guide preparation of management briefs, review presentations, policy notes and consolidated periodic reports.
  • Promote evidence-based decision-making using validated physical, financial and programme data.

POSITION SUMMARY

Lead the Programme Management Unit supporting client in the implementation of assigned renewable energy schemes and programmes. The role is the primary professional interface with the client and is accountable for integrated planning, programme governance, quality assurance, issue escalation and consolidated reporting across all PMU workstreams.

MINIMUM QUALIFICATIONS AND EXPERIENCE
Education

Master's degree in Engineering/Technology, Renewable Energy, Management, Public Policy, Economics or an equivalent discipline.

Experience

Minimum 10 years of relevant experience, preferably including at least 5 years in programme or project management, government schemes, renewable energy, infrastructure or large multi-stakeholder programmes.

  • Maintain role-specific work plans, action trackers, deliverable calendars and supporting records.
  • Produce clear, accurate and decision-ready outputs within agreed timelines and quality standards.
  • Handle programme, beneficiary, financial, portal and stakeholder information confidentially and follow approved access and information-security requirements.
  • Undertake field travel and support urgent programme reviews when required by the assignment.
