Job summary

ICF Olson in New Delhi seeks a Lead PMU-side functional coordinator to translate programme needs into functional requirements and work with system integrators to improve platform reliability and data quality. The role requires field travel and client-site deployment for up to 3 years.

Responsibilities include documenting requirements, coordinating changes, monitoring access and data quality, and developing management dashboards for monitoring across multiple domains.

Qualifications

• Education: B.E./B.Tech., MCA, M.Sc. in IT/CS or equivalent.
• Minimum 5 years of relevant experience in digital platforms, MIS, e-governance or large IT programmes.

Responsibilities

• Own PMU-side functional coordination for portals, MIS, dashboards and reporting.
• Document business, functional and reporting requirements; maintain requirements register.
• Coordinate enhancements, change requests and issue resolution with SI/development agency.
• Monitor access, workflows, transactions, system availability and reporting accuracy.
• Coordinate API and external-system integrations (e.g., payment/DBT, PFMS, GIS, RMS).
• Plan and support UAT, release validation, defect tracking and closure.
• Maintain data dictionaries, reporting definitions, validation rules and master data.
• Monitor data quality and issue periodic data-quality reports.
• Coordinate with IT and security on cybersecurity, privacy and access control.
• Develop and maintain management dashboards for physical, financial, beneficiary and milestone monitoring.

Assignment Programme Management Unit Deployment Fixed Term(3 years), client-site deployment with field travel as required

KEY RESPONSIBILITIES

• Own PMU-side functional coordination for digital platforms, portals, MIS, dashboards and reporting.
• Document business, functional and reporting requirements and maintain the requirements register.
• Coordinate enhancements, change requests and issue resolution with the system integrator or development agency.
• Monitor user access, workflows, exceptions, pending transactions, system availability and reporting accuracy.
• Coordinate API and approved external-system integrations, including payment/DBT, PFMS, GIS, RMS and related systems where applicable.
• Plan and support UAT, release validation, defect tracking and closure.
• Maintain data dictionaries, reporting definitions, validation rules and master-data requirements.
• Monitor data completeness, consistency and quality and issue periodic data-quality reports.
• Coordinate with designated IT and security teams on cybersecurity, privacy, access-control and least-privilege requirements.
• Develop and maintain management dashboards for physical, financial, beneficiary, asset and milestone monitoring.

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Education B.E./B.Tech., MCA, M.Sc. in IT/Computer Science or an equivalent qualification.
• Experience Minimum 5 years of relevant experience in digital platforms, MIS, e-governance, application management or large IT programmes.

• Produce clear, accurate and decision-ready outputs within agreed timelines and quality standards.
• Handle programme, beneficiary, financial, portal and stakeholder information confidentially and follow approved access and information-security requirements.
• Undertake field travel and support urgent programme reviews when required by the assignment.
