Job summary

ICF in New Delhi is seeking a senior Programme Manager to support large-scale schemes, coordinating with government bodies and internal divisions. You will lead preparation of scheme-level documents, develop briefing material, and drive progress across PMU workstreams.

The role requires 12+ years in related fields and a background in engineering with MBA, preferably tied to rooftop solar or power systems.

Qualifications

• Bachelor’s in Engineering with MBA or equivalent.
• 12+ years of relevant experience.
• Experience with Central Govt./State Govts/ Agencies in India on Rooftop Solar.
• Strong governance discipline and stakeholder coordination.
• Ability to translate complex issues into crisp briefs.

• Lead preparation and oversight of scheme-level standard documents, including Standard Bidding Documents (SBDs), implementation manuals/quality documents and master decks for reviews.
• Develop background notes, analytical briefs and presentation material for high-level reviews and decision forums.
• Drive daily progress and performance analysis, issue resolution discipline and reporting quality across PMU workstreams.

Minimum qualifications

Bachelor’s degree in Engineering (preferably Electrical/Renewable Energy/Power Systems) AND Master’s degree in Business Administration (MBA), or equivalent.

Preferred qualifications

Bachelor’s degree from NIT/IIT and Master’s degree from IIT/IIM

Minimum experience

12+ years of relevant experience.

Specific Project Experience

3+ years’ experience with Central Govt./State Govts/ Agencies in India, on Rooftop Solar.

• Strong programme management and governance discipline (cadence, action tracking, closure).
• Ability to translate complex issues into crisp briefs and executive-ready presentations.
• Stakeholder coordination capability across government, utilities, vendors and programme agencies.
