Job summary

Jhpiego, an international non‑profit health organization, seeks a Senior Program Manager to lead the Comprehensive Primary Health Care (CPHC) and IPSI programs in Bihar. You will provide strategic direction, oversee technical leadership, and coordinate with government partners to strengthen primary healthcare systems.

You will collaborate with NHM, SHSB, donors, and internal teams to ensure high‑quality program delivery, reporting, and results, including evidence generation and dissemination.

Qualifications

• Master’s degree in public health or related field from Tier 1 University/Institute.
• 10 years of relevant work experience in leading large organizations and program implementation.
• Strong strategic thinking and problem-solving in fast-paced environments.
• Fluency in English and Hindi; ability to build relationships with diverse stakeholders.

About The Program

Jhpiego serves as a technical support partner to the State Health Society, Bihar, helping strengthen the implementation of Comprehensive Primary Health Care (CPHC) through Ayushman Arogya Mandirs. Its role includes building the capacity of Community Health Officers and frontline health workers, supporting quality assurance systems, strengthening health service delivery, promoting community engagement, and facilitating the expansion of essential primary healthcare services. Jhpiego also supports the government in developing sustainable healthsystem processes to improve access, quality, and equity in primary healthcare.

The SPM will be responsible for managing the implementation of Comprehensive Primary Health Care (CPHC), IPSI, PCC programs in Bihar. The position focuses on providing strategic direction, technical leadership, stakeholder engagement, program innovation, and overall project management to strengthen primary healthcare systems in the state. The role requires close collaboration with government stakeholders, NHM, development partners, and internal teams to ensure high-quality program delivery and achievement of desired health outcomes.

Responsibilities

• Manage & implementation of the Comprehensive primary healthcare program and PCC program in the state of Bihar
• Ensure timely and efficient implementation of strategies as per the program work plan in CPHC and IPSI
• Provide support and guidance to the CPHC and IPSI team in ensuring quality implementation of all planned activities
• Provide technical input and lead the design and implementation of all activities of the assigned programs to achieve desired results.
• Establish an innovative ecosystem for co-designing, incubating and testing local solutions to address key intractable barriers that impede the delivery of CPHC in the states. Lead implementation and scale up of innovative solutions
• Coordination with Government/NHM officials and Health Department staff for smooth project management and sharing of project updates
• Work closely with SHSB to develop roadmap, operational plans and financial proposals under NHM/stat PIPs and other financial provisions such as FC XV, PM ABHIM) for strengthening CPHC in the state in line with GoI guidance.
• Work with MER team for tracking progress, indicators and deliverables according to agreed work-plans and academic publishing based on the program implementation.
• Ensure state, donor and headquarters reporting needs are met in a timely manner.
• Coordinate and collaborate with JHPIEGO staff and consultants for effective program implementation as well as liaise with other partners working in CPHC and RMNCH+A domains.
• Represent the organization at the appropriate forums as and when required.
• Travel within the state or national level as per the project and organizational requirements.
• Support documentation of project results, successes, challenges and lessons learned.
• Perform or assume other duties assigned by the supervisor.

Required Qualifications

Master’s degree in public health, MSc Nursing, MD Community Medicine with Bachelor in Medical/ Nursing/Social Sciences or any Development related field from Tier 1 University / Institute.

• 10 years of relevant work experience in leading large organizations, building and managing high calibre teams and implementation of projects
• Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
• Exceptional interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
• Impeccable written and verbal communication competencies, and fluency in English & Hindi
