Job summary

Jhpiego in Bihar is hiring a Program Officer embedded with the State Health Society to coordinate with the CPHC Cell for program and data deliverables. You will ensure timely submission of data, reports and analysis as required by Jhpiego and government counterparts.

The role requires collaboration with state health officials, data quality oversight, and documentation to strengthen Comprehensive Primary Health Care and health-system processes at the district and state levels.

Qualifications

• Master’s degree in public health/health and hospital management is required.
• Experience of 3–4 years with government programs and health systems.
• Familiarity with Ayushman Bharat and National Health Mission.

Responsibilities

• Coordinate with stakeholders to establish workflows, data integration, and service delivery pathways for strengthening CPHC portfolio.
• Work with supervisor on setting program priorities and respond to requests from state health officials.
• Develop and produce situation analyses, assessment reports, and procurement plans as needed.
• Compile data from multiple sources and maintain organized databases.
• Perform basic data validation and create summaries for program reporting.

About The Program

Jhpiego serves as a technical support partner to the State Health Society, Bihar, helping strengthen the implementation of Comprehensive Primary Health Care (CPHC) through Ayushman Arogya Mandirs. Its role includes building the capacity of Community Health Officers and frontline health workers, supporting quality assurance systems, strengthening health service delivery, promoting community engagement, and facilitating the expansion of essential primary healthcare services. Jhpiego also supports the government in developing sustainable health-system processes to improve access, quality, and equity in primary healthcare.

About The Position

Under the CPHC Program, Jhpiego is hiring Program Officer who will be embedded in State Health Society, Bihar. The position will be responsible for coordinating with CPHC Cell for required program and data deliverables as per priority set by organisation and state. Program officer will also be responsible for timely submission of data, reports and analysis as per requirement of organisation and government counterparts.

Responsibilities

• Coordinate with stakeholders to establish workflows, data integration, and service delivery pathways for strengthening CPHC portfolio
• Work closely with the supervisor on setting program priorities, directions, and responding to requests for technical support from state health officials
• Develop and produce documents like situation analysis reports, assessment reports, gap analysis plans, procurement plans etc. as per the program need and local context.
• Compile data received from multiple sources and maintain organized databases.
• Perform basic data validation, consistency checks, and preliminary data cleaning with basic summaries, tables, for program reporting
• Follow up with districts for data discrepancies, missing information, or clarifications.
• Maintain proper documentation, records etc

Required Qualifications

• Master’s degree in public health/health and hospital management
• At least 3 to 4 years of experience of working with government programs and systems for public health programs
• Familiarity with the Indian health system, key stakeholders, and relevant government policies / strategies—particularly Ayushman Bharat and National Health Mission
• Previous experience of working in Bihar health systems would be an added advantage

Skills And Competencies

• Strong written and oral communication skills in English and Hindi.
• Direct experience of independently liaising with government health functionaries
• Proficiency in writing technical and programmatic documents such as assessment, reports, training materials, program reports etc.
• Ability to handle a variety of assignments under pressure of deadlines.
• Microsoft Office computer skills, proficiency in Word, Excel and PowerPoint
