Job description

Job Purpose

This role is responsible for managing all aspects of railway yard operations, including the maintenance of locomotives, signalling systems, and wagon conditions to ensure efficient and uninterrupted operations. They manage the reception and unloading of coal rakes, maintain communication systems, and enforce safety and environmental standards within the railway yard. Additionally, the role involves meticulous documentation and reporting, as well as implementing digitization and automation initiatives to optimize operational efficiency.

Responsibilities
  • Manage railway track maintenance, including locomotive parameters and operation & maintenance of rail track, electrical and manual hand points, in coordination with the team.
  • Manage signalling system operations within the yard panel alongside the panel master and supervise the unloading of laden coal rakes.
  • Monitor track maintenance, wagon conditions, including side panels, doors, PU pads, and coupling handles, as well as the operation of bulge wagon sensing devices, yard hooters, and local annunciators during shunting to ensure uninterrupted tippling operations.
  • Communicate with the Assistant Yard Master (AYM) to coordinate the proper shunting of rakes and bulge wagons, and manage the shunting and positioning of wagons at the track hopper.
  • Facilitate coordination between the locomotive pointsman and the locomotive pilot, as well as the field pointsman, to ensure efficient shunting operations.
  • Ensure the functionality and operational readiness of walkie-talkies and their batteries for communication with the yard panel master, AYM, loco pilot, porter, and shunt man.
  • Conduct regular inspections of points conditions in coordination with the loco pilot and AYM, and monitor the timely placement of rakes, wagon brake release, brake pressure pipe opening, and coupling conditions.
  • Verify the correct positioning of guard wagons and isolated wagons to prevent unexpected shunting incidents.
  • Maintain the condition of points, tongue rails, and stock rails.
  • Manage communication systems to guarantee effective functioning with fields and points.
  • Execute the unloading of bottom ash hoppers, economizer hoppers, and ESP hoppers, ensuring area cleanliness to meet environmental standards.
  • Optimize rake unloading times and the formation of empty rakes to minimize the risk of incurring demurrage charges.
  • Supervise the proper unloading of rakes, brake pipe connections, and coupling of empty wagons, ensuring compliance with safety standards and procedures.
  • Perform routine cleaning of track lines and control panels to ensure operational efficiency.
  • Manage the refuelling of locomotive diesel as necessary to sustain rake operations.
  • Handle the management of Domestic, Imported, and GPWIS rakes to facilitate smooth coal rake unloading.
  • Ensure the proper reception of coal-laden rakes and dispatch of empty rakes, report any missing or additional wagons, and oversee the cleaning of residual coal from the rake bottoms.
  • Monitor unloaded rakes in the post-tippling area, checking the tightness and locking condition of doors.
  • Uphold housekeeping standards in the Railway yard, New railway yard, and loco shed to ensure a safe working environment.
  • Maintain logbooks and log sheets at the Railway Siding for precise record-keeping.
  • Generate Management Information System (MIS) reports on Railway activities and performance.
  • Implement safe isolation of railway siding track lines during emergencies.
  • Issue Permits to Work (PTW) as necessary.
  • Implement and follow IMS, AWMS, DISHA, and CHETNA guidelines within the department.
  • Conduct regular safety training and enforce safety protocols to protect personnel and equipment.
  • Promote a culture of environmental responsibility and sustainability in Railway siding.
  • Implement strategies to reduce waste and enhance resource conservation.
  • Provide information and necessary support during regular safety audits and risk assessments to identify and mitigate potential hazards.
  • Execute comprehensive digitization strategies to optimize operational efficiency.
  • Implement automation solutions to support overall organizational goals and strategy.
  • Implement process and system improvements, adopting newer technologies and innovative ideas.
Qualifications
  • BE/B.Tech in Mechanical or Electrical Engineering.
  • 4-9 years of experience in power plant operations or similar industrial settings.
  • Preferred: Power generation, specifically in operations or maintenance of Coal Rake handling systems.
