Job summary

Devalt invites applications for the Senior Manager – Finance to provide strategic and operational leadership of the Finance & Accounts function across the organisation. The role leads the Finance & Accounts team, enhances controls, and ensures compliant financial systems to support Devalt’s expanding development initiatives and grants

Qualifications

  • M. Com or MBA in Finance required.
  • 8–12 years of relevant NGO/development sector experience.
  • Experience in project/grant accounting, budgeting, donor reporting.
  • Strong knowledge of FCRA, taxation, compliance and audits.
  • Excellent English and strong analytical skills.

Responsibilities

  • Lead and develop the Finance & Accounts function for accuracy and compliance.
  • Oversee AP, AR, payments, and statutory liabilities.
  • Manage financial closing, ledgers, and audit trails.
  • Strengthen internal controls and segregation of duties.
  • Prepare monthly, quarterly, and annual financial reports for senior management.
  • Support donors with grants management and reporting.

Job description

The Senior Manager – Finance will provide strategic and operational leadership to the Finance & Accounts function, ensuring sound financial management, strong governance, compliance, and timely and accurate reporting across the organisation.

The position will serve as a key finance partner to senior management and programme teams, providing financial insights, analysis, and recommendations to support informed decision-making and effective resource utilisation.

The role will also lead and strengthen the Finance & Accounts team, drive process improvements and control effectiveness, and ensure robust financial systems and practices that support DA’s growing portfolio of sustainable development programmes.

Duties and Responsibilities:
  • Lead and oversee the Finance & Accounts function, ensuring accuracy, compliance, transparency, and timely reporting.
  • Oversee AP, AR, payments, collections, employee claims, statutory liabilities, and advances.
  • Review general ledger, accounting adjustments, provisions, accruals, and financial closing.
  • Ensure proper accounting classification, cost allocation, documentation, and audit trails.
  • Strengthen internal controls, segregation of duties, and authorization processes.
  • Ensure compliance with financial policies, SOPs, DoA, accounting standards, and applicable regulations.
Treasury, Cash Management & Banking
  • Provide oversight of treasury, cash-flow, investment, and banking operations.
  • Manage banking relationships, bank accounts, mandates, payments, fund transfers, and banking documentation.
  • Oversee bank reconciliations and review interest income, bank charges, foreign exchange transactions, and currency gains/losses.
  • Ensure strong controls over banking access, payment authorization, and fund transfers.
Donor & Grant Financial Management
  • Oversee financial management of grants, donor funds, and restricted project funds.
  • Ensure project expenditure complies with approved budgets, donor agreements, funding restrictions, and approved cost categories.
  • Ensure appropriate and consistent allocation of shared, personnel, administrative, and operational costs to projects.
  • Review donor financial reports, utilization statements, expenditure reports, and other financial submissions.
  • Support program teams in effective budget management and financial compliance.
  • Oversee financial closure of projects, including advances, liabilities, unutilized funds, and donor balances.
  • Lead the preparation and review of monthly, quarterly, and annual financial reports.
  • Ensure timely and accurate preparation of:
    • Balance Sheet
    • Statement of Income & Expenditure / Profit & Loss
    • Cash Flow Statement
    • Trial Balance
    • Project-wise financial reports
    • Budget vs. Actual reports
    • Donor financial reports
    • MIS and management dashboards
  • Analyze financial performance, trends, risks, variances, and key financial indicators.
  • Present significant financial matters and recommendations to senior management.
  • Ensure reports are accurate, complete, consistent, and adequately supported by documentation.
Taxation & Statutory Compliance
  • Oversee compliance with applicable direct and indirect tax laws and statutory requirements.
  • Ensure timely and accurate TDS/TCS, GST, and other applicable statutory compliances.
  • Review tax calculations, statutory reconciliations, payments, and supporting documentation.
  • Coordinate with tax consultants and advisors on tax and statutory matters.
  • Oversee responses to tax notices, assessments, enquiries, and audits.
  • Monitor changes in applicable laws and advise management on their financial impact.
  • Lead and coordinate statutory, internal, donor, tax, and special audits.
  • Act as the key finance contact for auditors, advisors, donors, and other external stakeholders.
  • Ensure timely submission of audit schedules, reconciliations, supporting documents, and financial information.
  • Review audit observations, coordinate management responses, and monitor corrective actions.
  • Identify financial and operational risks and strengthen controls to mitigate them.
  • Ensure compliance with procurement, payment, authorization, financial, and donor policies.
Project Accounting & Cost Allocation
  • Establish and oversee appropriate methodologies for allocation of personnel, administrative, operational, and shared costs.
  • Ensure costs are charged to the correct project, activity, budget line, and funding source.
  • Review salary and common-cost allocations for accuracy and consistency.
  • Ensure allocation methodologies are properly documented and consistently applied.
  • Monitor project expenditure against approved budgets and funding restrictions.
Team Leadership & Stakeholder Management
  • Lead, supervise, mentor, and develop the Finance & Accounts team.
  • Allocate responsibilities, monitor performance, review quality, and ensure timely delivery of financial activities.
  • Build team capability through coaching, training, knowledge sharing, and performance management.
  • Ensure effective delegation, segregation of duties, cross-training, and business continuity.
  • Act as a senior finance representative with Senior Management, Program/Domain Teams, Donors, Auditors, Tax Advisors, Banks, Government Authorities, Vendors, and other stakeholders.
  • Communicate financial information and recommendations clearly to finance and non-finance teams.
Skills, Knowledge, and Experience
  • Qualification: M. Com/MBA (Finance) or equivalent.
  • Experience: 8–12 years of relevant experience, preferably in the NGO/development sector.
  • Experience in project/grant accounting, budgeting, donor reporting and financial management.
  • Good knowledge of FCRA, taxation, statutory compliance and audit processes.
  • Strong skills in financial analysis, MIS, budgeting and internal financial controls.
  • Proficiency in MS Excel and accounting/ERP systems such as Tally/Zoho.
  • Ability to lead, supervise and mentor a finance team and coordinate with programme and support teams.
  • Strong communication, analytical, problem-solving and decision-making skills, with high integrity and attention to detail.
  • Excellent interpersonal skills with high level of proficiency in English and the ability to work well autonomously.
  • Strong focus on producing the highest quality of work and on ensuring optimum accuracy of outputs.
  • Well organised and efficient, with the capacity to work under pressure.
  • Fluency in English is essential with regional languages.
