Senior Manager Estimation & Tendering (EPC)

Job Purpose
To lead and manage cost estimation, techno-commercial evaluation and tender preparation for EPC projects involving storage tanks, cross-country pipelines, plant piping, structural works and associated facilities.
The position will be responsible for developing accurate and competitive project estimates, preparing techno-commercial bids, coordinating with engineering/procurement/construction teams and ensuring timely submission of high-quality tenders while protecting the company's commercial interests and project margins.
Overall Role Objective
To lead the estimation and tendering function for EPC projects and develop technically sound, commercially competitive and profitable bids for storage tanks, pipelines, plant piping, structural and associated infrastructure works.
Key Responsibilities
1. Cost Estimation
- Prepare detailed bottom-up cost estimates for EPC projects based on tender documents, BOQ, specifications, drawings and scope of work.
- Develop estimates for:
- Above-ground storage tanks
- Fixed roof / floating roof / IFR tanks
- Cross-country pipelines
- Plant piping
- Tank farm piping
- Structural steel works
- Pipe racks and bridges
- Equipment erection
- Terminal and associated infrastructure
- Coordinate with Design team for material take-offs (MTOs) and review quantities from drawings, specifications and BOQs.
- Estimate material, manpower, equipment, fabrication, erection, testing and commissioning costs.
- Develop detailed rate analysis for major items and activities.
- Evaluate prevailing market rates for steel, pipes, valves, fittings, equipment, fabrication, erection, coating, civil works, manpower and construction equipment.
- Prepare project-wise CAPEX estimates and cost summaries.
- Identify cost drivers and opportunities for cost optimization.
2. Tender Preparation
- Review complete tender documents including:
- ITT / RFQ
- Scope of Work
- Technical specifications
- BOQ
- Drawings
- Datasheets
- Contract conditions
- Commercial terms
- Completion schedules
- Prepare comprehensive technical and commercial tender submissions.
Prepare BOQ pricing, price schedules and commercial summaries.
- Develop project cost sheets and bid summaries.
- Coordinate with engineering, procurement, construction and project teams to establish realistic execution costs and schedules.
- Prepare tender queries and deviations for clarification with clients.
- Identify gaps, exclusions, assumptions and ambiguities in tender documents.
3. Techno-Commercial Evaluation
- Carry out detailed technical and commercial evaluation of tenders.
- Review contractual conditions and identify commercial risks affecting project cost and profitability.

- LD provisions
- Performance guarantees
- Retention
- Advance payment
- Price escalation
- Variation / change-order provisions
- Taxes and duties
- Insurance
- Warranty obligations
- Completion milestones
- Prepare commercial risk assessment and recommend suitable qualifications/deviations.
- Support management in determining bid price, margins and commercial strategy.
4. Vendor / Subcontractor Enquiry & Evaluation
- Prepare enquiry packages for major materials, equipment and subcontract works.
- Float enquiries and obtain quotations from approved vendors/subcontractors.
- Analyze and compare vendor quotations on a techno-commercial basis.
- Negotiate with vendors/subcontractors to obtain competitive rates.
- Develop vendor quotation comparison statements.
- Validate major material and subcontract rates against historical/project data and prevailing market conditions.
5. EPC Costing – Specific Areas
The candidate should have hands-on estimation experience in one or more of the following:
Storage Tanks
- API 650 storage tanks
- Fixed roof tanks
- Floating roof / IFR tanks
- Tank fabrication and erection
- Bottom, shell and roof works
- Tank appurtenances
- Hydrotesting and commissioning
- Painting/coating and insulation

6. Tender Strategy & Management
- Establish tender-wise costing strategy and execution methodology.
- Develop preliminary project execution schedules and resource requirements for estimation purposes.
- Assess manpower, equipment and construction resources required for execution.
- Prepare cash-flow and expenditure projections where required.
- Conduct sensitivity analysis for major cost components.
- Develop best-case / likely / worst-case cost scenarios for major tenders.
- Support management in Go / No-Go decisions for tenders.
- Participate in tender review meetings and management bid reviews.
7. Post-Tender Activities
- Participate in client negotiations and commercial discussions.
- Review revised BOQs, scope changes and client clarifications.
- Revise estimates based on tender addenda and client responses.
- Support preparation of Best & Final Offers (BAFO).
- Assist project and contracts teams during order finalization and contract handover.
- Ensure that key assumptions, exclusions, rates and commercial qualifications considered during bidding are properly communicated during project handover.

Educational Qualification Essential
- B.E. / B.Tech. in Mechanical Engineering Preferred:
- Post-graduation / certification in Project Management, Contracts Management or Construction Management will be an added advantage.
Experience
- 15–20 years of overall experience in EPC / Oil & Gas / Petrochemical / Chemical / Infrastructure projects.
Minimum 8–10 years of hands‑on experience in estimation and tendering.
- Strong experience in preparing estimates for storage tanks, pipelines, plant piping and structural works.
- Experience with EPC contractors, engineering companies or major Oil & Gas / Petrochemical companies preferred.
- Experience in handling large-value EPC tenders will be an advantage.
- Candidates with experience in projects for major clients such as Reliance, IOCL, BPCL, HPCL, GAIL, Adani, JSW, L&T, etc. would be preferred.
Candidate Profile
The ideal candidate should:
- Have strong commercial and analytical skills.
- Be capable of independently preparing a complete EPC estimate from tender documents.
- Have strong understanding of mechanical construction methodology and productivity norms.
- Be able to interpret engineering drawings, specifications and BOQs.
- Have excellent knowledge of material rates, fabrication/erection costs and subcontracting rates.
- Be commercially astute and capable of identifying contractual and costing risks.
- Have strong negotiation and vendor management skills.
- Be capable of working under tight tender submission deadlines.
- Possess excellent coordination skills with engineering, procurement, projects, contracts and business development teams.
- Have good communication and presentation skills.
- Be capable of independently leading the estimation and tendering function for multiple EPC opportunities.
