Senior Engineer – Testing & Commissioning (Mechanical) - MPR-1006 Job Description
The Senior Engineer – Testing & Commissioning (Mechanical) will be responsible for planning, coordinating, executing, and documenting the testing and commissioning of mechanical systems and equipment. The role ensures that all installations are completed in accordance with approved designs, project specifications, applicable codes, safety requirements, and quality standards before systems are handed over for operation.
The position will work closely with project management, engineering, construction, quality, safety, vendors, subcontractors, and client representatives to ensure the reliable, safe, and efficient performance of mechanical systems from pre-commissioning through final commissioning and handover.
Key Responsibilities
Testing and Commissioning Execution
- Develop and implement testing and commissioning strategies, procedures, schedules, inspection plans, and checklists for mechanical systems.
- Review approved drawings, specifications, equipment data sheets, method statements, and commissioning requirements before execution.
- Lead pre-commissioning, testing, functional testing, performance testing, and commissioning activities for mechanical equipment and systems.
- Verify that mechanical installations are complete, accessible, correctly aligned, properly connected, and ready for testing.
- Coordinate system cleaning, flushing, pressure testing, leak testing, lubrication, alignment, rotation checks, and equipment readiness activities.
- Witness and supervise equipment start-up and operational testing in accordance with manufacturer recommendations and approved procedures.
- Monitor system performance and confirm that equipment operates within the specified design parameters.
- Identify commissioning constraints, technical issues, interface risks, and incomplete works, and coordinate timely resolution.
Mechanical Systems and Equipment
- Support the testing and commissioning of mechanical systems such as HVAC, chilled water, ventilation, plumbing, fire protection, pumps, compressors, heat exchangers, boilers, generators’ mechanical auxiliaries, and other project-specific equipment.
- Verify equipment installation, calibration, pressure ratings, flow direction, rotation, vibration levels, temperature readings, and operating conditions.
- Review equipment vendor documentation and ensure that vendor representatives are properly coordinated for specialist testing and start-up activities.
- Assist with balancing, functional testing, controls verification, and integrated systems testing where applicable.
- Confirm that mechanical systems meet approved design intent, operational requirements, energy-efficiency targets, and client expectations.
Planning and Coordination
- Prepare detailed commissioning plans, work sequences, resource requirements, testing schedules, and system turnover priorities.
- Coordinate commissioning activities with construction and ensure that work fronts are released in accordance with the approved schedule.
- Participate in commissioning meetings, progress reviews, technical discussions, and coordination sessions with project stakeholders.
- Coordinate with electrical, instrumentation, controls, civil, architectural, and other disciplines to complete integrated testing and system interfaces.
- Track commissioning progress, outstanding activities, access requirements, materials, tools, temporary services, and specialist support.
- Provide technical guidance and leadership to engineers, technicians, supervisors, subcontractors, and commissioning teams.
Quality, Documentation, and Handover
- Ensure all testing and commissioning activities comply with approved inspection and test plans, quality procedures, project specifications, and applicable industry standards.
- Review inspection records, test reports, calibration certificates, equipment logs, punch lists, and commissioning documentation for completeness and accuracy.
- Record test results, operating parameters, deficiencies, corrective actions, retesting outcomes, and final acceptance status.
- Raise and close technical observations, nonconformance reports, commissioning issues, and punch-list items in coordination with relevant teams.
- Prepare commissioning dossiers, system completion records, operation and maintenance documentation, as-built information, and handover packages.
- Support client demonstrations, operator training, performance verification, reliability testing, and final system acceptance.
- Ensure that all final records are properly indexed, controlled, approved, and submitted in accordance with project document-control requirements.
Health, Safety, and Compliance
- Conduct commissioning activities in accordance with approved risk assessments, method statements, permit-to-work systems, and safety procedures.
- Ensure that equipment isolation, lockout/tagout, confined-space controls, pressure-testing precautions, and energization procedures are properly implemented.
- Stop unsafe work and report hazards, incidents, near misses, and unsafe conditions to the appropriate project and safety teams.
- Participate in toolbox talks, safety inspections, emergency preparedness activities, and commissioning readiness reviews.
- Promote a safety-focused culture among commissioning personnel, subcontractors, vendors, and other project stakeholders.
Key Requirements
Education and Experience
- Bachelor’s degree or diploma in Mechanical Engineering, Mechanical Technology, or a related discipline.
- Proven experience in mechanical testing and commissioning within construction, infrastructure, industrial, commercial, energy, facilities, or similar project environments.
- Experience leading commissioning activities from pre-commissioning through start-up, performance testing, and handover.
- Strong knowledge of mechanical equipment installation, inspection, testing, troubleshooting, and operational verification.
- Experience working with contractors, subcontractors, equipment suppliers, consultants, clients, and multidisciplinary project teams.
Technical Competencies
- Good understanding of mechanical systems, equipment operation, testing methods, commissioning sequences, and system integration.
- Ability to interpret mechanical drawings, P&IDs, equipment schedules, datasheets, specifications, control schematics, and commissioning documents.
- Proficiency in preparing commissioning procedures, checklists, inspection reports, test forms, schedules, and handover documentation.
- Knowledge of applicable mechanical codes, standards, manufacturer requirements, quality systems, and health and safety regulations.
- Strong troubleshooting skills with the ability to analyze test results, identify root causes, and implement effective corrective actions.
- Familiarity with measuring and testing instruments, calibration requirements, data recording, and performance verification.
- Working knowledge of Microsoft Office applications and project documentation or commissioning management systems.
