Job Description: Engineer – Testing & Commissioning Position Summary
The Engineer – Testing & Commissioning is responsible for planning, coordinating, executing, and documenting testing and commissioning activities for engineering systems, equipment, and installations. The role ensures that systems are installed correctly, tested safely, operate in accordance with approved designs and specifications, and are handed over to the client or operations team in a reliable and fully functional condition.
The position works closely with project management, design, construction, vendors, contractors, quality teams, and client representatives to identify issues, resolve technical challenges, and support the successful completion of projects within approved schedules, quality standards, and safety requirements.
Key Responsibilities
Testing and Commissioning
- Develop and implement testing and commissioning plans, procedures, checklists, and schedules in line with project requirements.
- Review approved drawings, technical specifications, method statements, equipment data sheets, and vendor documentation before testing activities begin.
- Verify that installations are complete, correctly assembled, and ready for testing and commissioning.
- Perform pre-commissioning inspections, functional tests, performance tests, and system start-up activities.
- Conduct inspections and tests in accordance with approved procedures, applicable codes, industry standards, and manufacturer recommendations.
- Coordinate testing activities for individual equipment, subsystems, and integrated systems.
- Confirm that systems perform according to design intent, contractual requirements, and operational expectations.
- Identify defects, non-conformities, and performance issues, and coordinate corrective actions with the responsible teams.
- Support troubleshooting, fault diagnosis, system optimization, and retesting until successful completion.
- Participate in integrated system testing and interface testing between related systems and disciplines.
Project Coordination
- Coordinate daily commissioning activities with construction, engineering, quality assurance, health and safety, operations, vendors, and subcontractors.
- Attend technical coordination meetings, progress meetings, inspection meetings, and client review sessions.
- Monitor commissioning progress against the approved schedule and report potential delays or resource requirements.
- Coordinate the availability of test equipment, tools, temporary services, specialist personnel, and vendor representatives.
- Review commissioning prerequisites and ensure that work fronts are released safely and properly before testing.
- Support project completion activities, punch-list closure, system acceptance, and final handover.
Documentation and Reporting
- Prepare and maintain inspection and test records, commissioning reports, test certificates, checklists, and equipment records.
- Record test results, readings, observations, deficiencies, corrective actions, and final acceptance status accurately.
- Maintain commissioning logs, issue trackers, punch lists, and system completion databases.
- Prepare daily, weekly, and progress reports covering completed activities, outstanding work, risks, and planned actions.
- Review and compile operation and maintenance manuals, as-built drawings, test certificates, warranties, and handover documentation.
- Ensure all commissioning records are complete, traceable, properly controlled, and submitted in accordance with project procedures.
Quality, Safety, and Compliance
- Comply with approved health, safety, environmental, and quality procedures throughout all testing and commissioning activities.
- Conduct or support risk assessments, job safety analyses, toolbox talks, and permit-to-work requirements.
- Ensure systems are isolated, energized, operated, and tested only by authorized and competent personnel.
- Verify the safe use and calibration status of test instruments and measuring equipment.
- Stop or elevate unsafe work, defective conditions, or activities that do not comply with approved procedures.
- Support internal audits, client inspections, regulatory inspections, and quality assurance reviews.
- Ensure testing and commissioning activities comply with applicable statutory requirements, technical codes, standards, and project specifications.
Required Qualifications and Experience
- Bachelor’s degree or diploma in Engineering, such as Electrical, Mechanical, Electronics, Instrumentation, Controls, or a related discipline.
- Relevant experience in testing, commissioning, system start-up, construction, maintenance, or project execution.
- Practical knowledge of engineering systems, equipment operation, inspection methods, and commissioning processes.
- Ability to interpret engineering drawings, single-line diagrams, schematics, layouts, technical specifications, and manufacturer manuals.
- Familiarity with testing instruments, measurement techniques, fault-finding methods, and technical reporting.
- Knowledge of quality management systems, permit-to-work processes, risk assessment, and safe working practices.
- Experience working with contractors, vendors, consultants, project teams, and client representatives.
- Proficiency in Microsoft Office applications and the ability to maintain organized technical records.

Work Environment
This role is primarily project- and site-based and may involve working in active construction, industrial, commercial, infrastructure, or engineering environments. The Engineer – Testing & Commissioning may be required to work around energized equipment, operating machinery, elevated areas, confined spaces, or other controlled-risk locations while following all applicable safety procedures and site requirements.
