Job summary

Ceres India in Bengaluru is seeking a Quantity Surveyor to lead the development of competitive cost estimates for Disaster Debris Management Services and related environmental projects, supporting local, state, and federal agency bids.

The role requires 6–8 years of estimating experience in civil construction, advanced Excel skills, and familiarity with FEMA-funded contracts and procurement processes to ensure accurate pricing and timely bid documentation.

Responsibilities

  • Lead the preparation of detailed cost estimates for disaster debris removal, emergency response, vegetation debris management, forestry, open channel, and environmental services contracts.
  • Analyze RFPs, RFQs, IFBs, contracts, project plans, specifications, drawings, bid documents, and scopes of work to determine project requirements and develop accurate pricing strategies.
  • Develop comprehensive cost estimates, including labor, equipment, subcontractor, hauling, disposal, reduction site, overhead, and unit-rate cost models for emergencies, stand-by, and long-term contracts.
  • Perform quantity takeoffs and calculations using project data, GIS information, historical events, demographic data, and operational assumptions.
  • Review FEMA Public Assistance requirements, prevailing wage regulations, contract terms, insurance and bonding requirements, procurement regulations, and agency standards to ensure proposal compliance.
  • Track bid results, perform post-bid analyses, and identify opportunities to improve estimating accuracy, pricing strategy, and overall bid competitiveness.

Role Overview

The Quantity Surveyor is responsible for leading the development of competitive and accurate cost estimates for Disaster Debris Management Services (DDMS), Emergency Response, Vegetative Debris Removal, Right-of-Way Clearing, Civil work, Forestry, and related environmental services projects. This role supports public sector procurement opportunities by evaluating solicitation documents, developing pricing strategies, conducting market and labor research, and preparing comprehensive cost proposals for local, state, and federal agencies.

The position requires extensive experience with disaster recovery operations, FEMA-funded contracts, public procurement processes, labor compliance, equipment costing, subcontractor pricing, and operational logistics across multiple geographic regions.

Key Responsibilities
  • Lead the preparation of detailed cost estimates for disaster debris removal, emergency response, vegetative debris management, forestry, open channel, and environmental services contracts.
  • Analyze RFPs, RFQs, IFBs, contracts, project plans, specifications, drawings, bid documents, and scopes of work to determine project requirements and develop accurate pricing strategies.
  • Develop comprehensive cost estimates, including labor, equipment, subcontractor, hauling, disposal, reduction site, overhead, and unit-rate cost models for emergencies, stand-by, and long-term contracts.
  • Perform quantity takeoffs and calculations using project data, GIS information, historical events, demographic data, and operational assumptions.
  • Conduct County, City, and state-level market and geographic research to evaluate population demographics, vegetation characteristics, disaster history, debris generation potential, disposal facilities, hauling logistics, labor and equipment availability, fuel costs, prevailing wage requirements, and other factors impacting project pricing.
  • Develop, maintain, and continuously improve estimating databases, cost libraries, production rates, historical project records, pricing models, and estimating assumptions using market intelligence and historical bid data.
  • Analyze historical cost data, market trends, competitor information, and vendor/subcontractor quotations to develop competitive and accurate estimates.
  • Prepare pricing schedules, bid forms, bid summaries, qualifications, proposal cost volumes, and other pricing documentation in accordance with solicitation requirements.
  • Review FEMA Public Assistance requirements, prevailing wage regulations, contract terms, insurance and bonding requirements, procurement regulations, and agency standards to ensure proposal compliance.
  • Track bid results, perform post-bid analyses, and identify opportunities to improve estimating accuracy, pricing strategy, and overall bid competitiveness.
  • Ensure all estimates and proposal deliverables are completed accurately, consistently, and within established deadlines.

  • 6-8 years of estimating experience in construction or infrastructure, Open channel (rivers/canals), levees projects and experience in Debris management is an added advantage
  • Microsoft Excel (Advanced)
