Job summary

Turner & Townsend is seeking a Quality Head to develop and oversee the Quality Management System across the City Side Development project. You will lead QA/QC activities, ensure compliance with project specifications, regulatory requirements, and industry standards, and mentor a team of QA/QC professionals.

You will establish PQP, ITP, and method statements; conduct audits, manage NCRs, and drive continuous improvement while reporting quality metrics to project leadership.

Qualifications

• Experience leading QA/QC for large civil or infrastructure projects.
• Proven ability to develop and implement a Quality Management System (QMS).
• Strong capability in root cause analysis and continuous improvement.

Responsibilities

• Lead the quality function for the City Side Development project, ensuring adherence to quality standards.
• Develop, implement and maintain PQP, ITP, and quality control procedures.
• Ensure compliance with specifications, regulatory requirements, and national/international standards.
• Establish QA/QC systems for civil, structural, architectural, MEP, and infrastructure works.
• Manage material approvals, vendor quality assessments, and third-party testing.
• Conduct regular quality audits, inspections, and surveillance across sites.
• Monitor NCRs, corrective/preventive actions, and close-out procedures.
• Lead root cause analysis and drive quality improvements.
• Coordinate with consultants, contractors, and client representatives on quality matters.
• Review metrics, testing reports, and inspection records; report to leadership.

The Quality Head will be responsible for developing, implementing, and overseeing the Quality Management System (QMS) across all phases of the City Side Development project. The role requires strong leadership in quality assurance and quality control activities, ensuring compliance with project specifications, regulatory requirements, industry standards, and organizational quality objectives.

Key Responsibilities

• Lead the quality function for the entire City Side Development project, ensuring adherence to approved quality standards and procedures.
• Develop, implement, and maintain Project Quality Plans (PQP), Inspection & Test Plans (ITP), method statements, and quality control procedures.
• Ensure compliance with project specifications, contract requirements, statutory regulations, and relevant national/international standards.
• Establish quality assurance and quality control systems for civil, structural, architectural, MEP, and infrastructure works.
• Manage material approvals, vendor quality assessments, factory inspections, and third‑party testing activities.
• Conduct regular quality audits, inspections, and surveillance programs across project sites.
• Monitor non‑conformance reports (NCRs), corrective actions, preventive actions, and close‑out procedures.
• Lead root cause analysis and drive continuous improvement initiatives to enhance project quality performance.
• Coordinate with consultants, contractors, project management teams, and client representatives on quality‑related matters.
• Review quality metrics, KPIs, testing reports, and inspection records, providing periodic reports to project leadership.
• Ensure documentation control and maintenance of all quality records throughout the project lifecycle.
• Mentor and lead a team of QA/QC managers, engineers, and inspectors.
• Promote a quality‑focused culture and best practices across project stakeholders.
