Job summary

Ultiwise Consult seeks a senior proposal leader to drive end-to-end EPC bid processes across Water & Wastewater, Oil & Gas, and Municipal sectors. You will evaluate RFPs, coordinate design/engineering inputs, and lead cross-functional teams to deliver competitive proposals.

The role requires 15+ years in technical proposal development, with 5+ years in a managerial role, and strong communication with clients and executives. UAE/GCC experience is a plus.

Qualifications

• Bachelor’s/Master’s degree in Mechanical, Chemical, or Environmental Engineering.
• Minimum 15 years in technical proposal development.
• At least 5 years in a managerial or leadership role.
• Proven experience leading large-scale water/wastewater EPC proposals in Oil & Gas.

Responsibilities

• Lead end-to-end proposal and tendering process for EPC projects.
• Evaluate RFPs, RFQs, and tender documents to craft winning strategies.
• Coordinate design, engineering, procurement, PM, and sales for inputs.
• Define timelines, deliverables and responsibilities using proposal frameworks.
• Perform high-level technical reviews of PFDs, P&IDs, BOQs, and costing.
• Provide bid/no-bid input with BD and exec teams.
• Build relationships with clients, suppliers, and subcontractors.

Proven experience in leading large-scale proposals for water and wastewater treatment projects (UF, RO, ZLD, STP, ETP, DM, MBR, MBBR, etc.) including EPC contractsin the Oil & Gassector. Strong understanding of process engineering,system design, budgeting, equipmentselection, and costing. In-depth knowledge of industry standards and regulatory compliance requirementsin the Middle East. Exceptional project planning, coordination, and team leadership skills. Excellent communication and presentation skills with the ability to interface with clients and senior

stakeholders. Proficient in proposal software, MS Office, AutoCAD, and design tools for hydraulic and process

calculations. Costing knowledge in UAE & GCC market Knowledge of SWRO (Seawater Reverse Osmosis)
