Palo Alto Networks is seeking an EMEA and JAPAC Contingent Workforce Program Manager to lead the Global People Operations CW strategy and operations. This role reports to the Global Contingent Workforce Sr. Manager and offers exposure to a fast-growing, international environment.

The candidate will partner with MSP, VMS and staffing providers, work with procurement and legal on staffing agreements, and drive end-to-end lifecycle processes for contingent workers across JAPAC and EMEA.

Qualifications

  • Bachelor's degree or equivalent practical experience.
  • 5+ years of experience in contingent/extended workforce management, leading end-to-end contractor lifecycle.
  • 2+ years partnering with procurement and legal to finalize staffing agreements.
  • Experience with change management and understanding co-employment risk.

Responsibilities

  • Partner with procurement, finance, IT and AP to manage contingent workforce in JAPAC and EMEA.
  • Coordinate with MSP, VMS and staffing providers to ensure quality hiring and candidate experience.
  • Hold providers accountable to SLAs and KPIs.
  • Lead CW projects with MSP, VMS and internal teams.
  • Manage end-to-end temp lifecycle for MSP out-of-scope countries (requisitions, extensions, terminations, contracts, billing).
  • Educate the business on best practices when engaging contingent workers.
  • Develop relationships with leaders and cross-functional partners including counsel and procurement.
  • Onboard staffing agencies, facilitate RFPs, and assist with agreements with legal and procurement.
  • Support Global Program Manager in MSP/VMS implementations in JAPAC and EMEA.
  • Draft, develop and socialize CW policies and procedures.

Role Description

Palo Alto Networks is looking for an EMEA and JAPAC Contingent Workforce Program Manager to work on the Global People Operations team to manage EMEA and JAPAC CW strategy and operations. This position will report to the Global Contingent Workforce Sr. Manager and is a great opportunity for a talented individual who has the desire to associate with a fast-growing company in a truly international environment.

Key Responsibilities
  • Partner with procurement, finance, IT and AP in developing processes and systems to effectively manage and support the contingent workforce in JAPAC and EMEA
  • Guide and work with MSP, VMS and staffing providers to ensure business processes and procedures are being executed with excellence for quality hiring manager and candidate experience
  • Hold MSP, VMS and staffing providers accountable to SLAs and KPIs
  • Lead and administer CW projects with MSP, VMS and internal teams
  • Manage and administer the end to end temp lifecycle for MSP out-of-scope countries (this includes but is not limited to requisition management, performance escalations, extensions, terminations, contracts and billing queries)
  • Be a consultative advisor and educate the business on best practices when engaging contingent workers
  • Develop and maintain strong relationships with organizational leaders and partners including in-house employment counsel, organizational workforce management teams, privacy, procurement, AP and commercial counsel
  • Onboard staffing agencies, facilitate RFPs and administer agreements in collaboration with legal and procurement
  • Support Global Program Manager in the implementation of MSP and VMS services in JAPAC and EMEA countries
  • Draft, develop and socialize CW policies and procedures
  • Adhoc projects assigned by reporting manager
Qualifications
Required Qualifications
  • Bachelor's degree or equivalent practical experience.
  • 5+ years of experience in contingent/extended workforce management managing contingent workforce program projects, developing and implementing policies, and overseeing end-to-end contractor lifecycle (from hire to exit/conversion)
  • 2+ years of experience in partnering with procurement and legal to negotiate and finalize staffing agreements with staffing agencies and payroll providers
  • Experience with cultural and/or organizational change management and transformation.
  • An understanding of co-employment risk between large multinational companies and a contingent/vendor workforce
Preferred Qualifications
  • Experience with implementing MSP and VMS programs in new countries (plus!)
  • Experience in working with EMEA and JAPAC employment legal teams and enforcing policy compliance
  • Experience in building and automating processes with agentic solutions (nice to have)
