GATI Foundation, incubated by The Convergence Foundation, seeks a Program Manager – Assam to drive on-the-ground execution of our work with government and private stakeholders. Reporting to the State Lead, you will manage work plans, partnerships, and dashboards, ensuring timely progress across pilots and initiatives.

This field-oriented role requires strong coordination, meticulous follow‑through, and the ability to mobilise communities and institutions across Assam.

Responsibilities

• Own the execution of GATI's programs in Assam: manage workplans, timelines and logs across workstreams.
• Coordinate with government departments, training partners, recruitment agencies and private sector actors to ensure delivery.
• Maintain dashboards and progress updates; prepare briefing notes and reports for leadership.
• Conduct field visits and mobilize communities in partnership with government units and partners.

The world is facing a severe labour shortage. High-income countries are projected to experience a cumulative workforce gap of 40–50 million people by 2030, expanding to 120–160 million by 2040. This shortfall spans healthcare, education, industrial labour, and other key sectors.

Incubated by The Convergence Foundation, GATI serves as an ecosystem enabler — bringing together governments, businesses, and non‑profits to create an enabling environment for circular mobility. GATI works in close partnership with the Ministry of Skill Development and Entrepreneurship (MSDE) and with State Governments to align national skilling priorities with state-level implementation.

Our priority areas include developing high-impact overseas mobility corridors, aligning accreditation of prospective Indian workers to global standards for key job roles and destinations, unlocking financial support for workers, and strengthening worker welfare and protection. By facilitating international mobility pathways through strategic public‑private partnerships, GATI aims to enable seamless and responsible mobility, driving both individual prosperity and national economic growth.

Role Overview

We are seeking a Program Manager – Assam to drive execution of GATI's work on the ground. Reporting to the State Lead, you will be the operational core of GATI's Assam engagement: owning day‑to‑day coordination with government and private stakeholders, managing work plans and partnerships, tracking program progress, and ensuring implementation stays on course.

This is a field‑anchored execution role that demands strong follow‑through, attention to detail, and the ability to work effectively across a diverse set of government, institutional, and private sector stakeholders. You will work closely with the State Lead and the other GATI teams to translate strategy into concrete action: managing pilots, building partner relationships, maintaining dashboards, and generating the evidence base that drives course correction and scale.

Key Responsibilities

Program Execution and Coordination

• Own the execution of GATI's programs in Assam: managing workplans, timelines, logs, and follow‑through across workstreams
• Coordinate across government departments, skilling institutions, training partners, recruitment agencies, and other ecosystem actors to ensure smooth program delivery
• Support the design and feasibility testing of new program initiatives, bringing ground‑level inputs into planning decisions
• Track program milestones and flag risks and blockers to the State Lead in a timely manner

Government & Private Sector Stakeholder Engagement

• Manage working‑level relationships with government officials across ASDM, SEED, ASU and other relevant departments/bodies
• Follow up consistently on commitments, meeting action points, and approvals
• Prepare briefing notes, meeting summaries, status updates, and correspondence for government and other stakeholders
• Identify, engage, and manage relationships with private training providers, language centres, recruitment agencies, and employers active in Assam's GSM ecosystem
• Build and maintain a current stakeholder map of relevant private sector actors in the state

Data, Documentation, and Reporting

• Maintain program dashboards and trackers covering activities and outcomes across all workstreams
• Document learnings, case studies, and best practices from the ground
• Prepare regular progress reports and updates for internal reviews and for the State Lead's use in leadership reporting

Field Work and Mobilisation

• Conduct regular district‑level field visits to understand ground realities, engage local stakeholders, and support candidate mobilisation efforts
• Facilitate community and institutional outreach in partnership with government district units, training partners, and civil society actors

• Demonstrated ability to manage multi‑stakeholder programs with strong follow‑through and attention to detail
• Strong documentation, communication, and analytical skills; able to synthesise ground‑level information into clear, actionable updates

Organised and process‑driven

Energetic and field‑oriented; willing to travel extensively across districts

Proficiency in Assamese or other local dialects, and prior experience working in Assam are an advantage, but not deal breakers
