About GATI Foundation

The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 40–50 million people by 2030, expanding to 120–160 million by 2040. This shortfall spans healthcare, education, industrial labor, and other key sectors.

Meanwhile, India's migrants generate over $125 billion in remittances annually—equivalent to 3% of GDP—surpassing any single sector of India's merchandise exports. Yet India's migrant share (1.3% of the population) lags behind countries like Mexico, the Philippines, or Bangladesh, showing vast untapped potential.

The Global Access to Talent from India (GATI) Foundation is a non-profit dedicated to advancing global labor mobility and positioning India as a leader in skilled overseas employment through ethical, structured, and circular migration. By bridging governments, businesses, and civil society, GATI seeks to remove systemic barriers (visa restrictions, accreditation hurdles, financial gaps) and enable responsible, large-scale mobility.

Our priorities include building migration corridors, aligning worker accreditation with global standards, unlocking financial access, and strengthening worker welfare.

Role Overview

We are seeking a Program Manager – Partnerships & Government Relations to work closely with the leadership team in building out external engagements at the state level. This role is designed to complement senior leadership's external engagement by focusing on documentation, coordination, and follow-through.

You will ensure that meetings, communication, and partnership processes are well‑prepared, aligned, and executed, thereby supporting the States and Partnerships & Government Relations team to focus on high-level strategy and relationship building.

Key Responsibilities
Stakeholder Engagement Support
  • Build stakeholder engagements in private and public sectors to enable and undertake mobility‑linked programs
  • Assist in relationship management with government ministries (MEA, MSDE, etc.), state departments, international partners, and industry bodies by managing day‑to‑day communication.
Documentation & Drafting
  • Prepare background notes, concept notes, MoUs, presentations, minutes of meetings, and policy briefs to consolidate and build on engagements.
  • Maintain trackers and follow‑ups with ministries, state governments, private sector and international partners.
Coordination & Alignment
  • Liaise with officials (central/state governments, foreign missions, partner agencies) to align calendars, confirm meetings, and circulate agendas/briefing packs.
  • Support in organizing consultations, workshops, and multi‑stakeholder events.
Knowledge & Research
  • Conduct research on migration corridors, state policies, and international best practices to feed into GATI's strategy and leadership engagements.
  • Track government circulars, press releases, and global developments relevant to overseas employment and migration.
Internal Support
  • Coordinate with program, communications, and operations teams to ensure delivery of commitments made during external engagements.
  • Keep leadership updated on progress, pending tasks, and upcoming meetings.
Candidate Profile
  • Master's degree in Public Policy, International Relations, Development Studies, Political Science, or related fields.
  • 5 years' experience in relationship management—government relations, stakeholder engagement including private sector, public affairs, or program support roles.
  • Strong, organizational, and communication skills.
  • Comfort with handling fast‑paced, multi‑stakeholder environments.
  • Proactive, detail‑oriented, and able to balance multiple priorities with limited supervision.
Why Join Us?
  • Work at the intersection of governments, international organizations, and private sector actors on one of the defining issues of the next decade—global workforce mobility.
  • Gain hands‑on exposure to policy, partnerships, and high‑level dialogues while learning directly from senior leadership.
  • Be part of a purpose-driven, multi‑disciplinary team shaping India's role as a global talent hub.
