Job summary

ICF is seeking a Policy, Investment & Workforce Specialist in New Delhi to lead policy formulation, investment mobilisation, and workforce development to support India's growing clean energy manufacturing ecosystem.

The role requires 5+ years of experience and a Master’s degree in Public Policy, Economics, Finance, Engineering, or Technology, with on-site work at the New Delhi client location.

• Strong ability to analyse economic and regulatory impacts.
• Excellent communication and stakeholder engagement skills.

Responsibilities

• Design & Analyse Policy Instruments: Develop evidence-based recommendations and design policy instruments such as DCR, ALMM, and other measures that promote domestic manufacturing and technology adoption.
• Facilitate Investment Mobilisation: Engage with multilateral institutions, climate financiers, and investors to structure funding solutions, blended finance mechanisms, and PPP models for clean energy and manufacturing sectors.
• Lead Cleantech Workforce & Skilling Roadmap: Support development of workforce strategies aligned with MSDE/NSDC/ITI systems and industry requirements. Identify skill gaps and design targeted capacity-building programs.
• Government & Stakeholder Engagement: Coordinate discussions with government agencies, regulatory bodies, training institutions, and industry associations to advance policy and investment objectives.

Role Overview

The Policy, Investment & Workforce Specialist will lead work related to policy formulation, investment mobilisation, and workforce development to support India's growing clean energy manufacturing ecosystem. The role requires experience engaging with government bodies, financial institutions, and industry to strengthen the policy and workforce landscape for cleantech sectors.

Location: New Delhi (on‑site at client location)

Experience Required: 5+ years

Qualification: Master's degree in Public Policy, Economics, Finance, Engineering, or Technology

Key Responsibilities

1. Design & Analyse Policy Instruments : Develop evidence‑based recommendations and design policy instruments such as DCR, ALMM, and other measures that promote domestic manufacturing and technology adoption.
2. Facilitate Investment Mobilisation : Engage with multilateral institutions, climate financiers, and investors to structure funding solutions, blended finance mechanisms, and PPP models for clean energy and manufacturing sectors.

Required Qualifications & Experience
