Purpose/Objective
To lead plant-level procurement activities by ensuring timely sourcing of materials, spares, services, fuels, consumables, and project requirements while achieving cost optimization, quality compliance, and uninterrupted plant operations. The role is responsible for vendor management, techno-commercial evaluation, contract execution, inventory optimization, and procurement process compliance.
Key Responsibilities of Role
- Procurement Operations
- Manage end-to-end procurement of plant operational, maintenance, project, and service requirements.
- Ensure timely availability of critical spares, consumables, and services to support uninterrupted plant operations.
- Execute procurement plans in line with business and operational requirements.
- Monitor procurement cycle time and material delivery schedules.
- Techno-Commercial Evaluation
- Conduct techno-commercial evaluation of quotations and bids.
- Prepare comparative statements and recommendation reports.
- Negotiate pricing, payment terms, delivery schedules, warranty terms, and commercial conditions.
- Finalize purchase orders as per procurement policies and approval matrix.
- Vendor Management
- Identify, evaluate, and onboard capable suppliers and service providers.
- Develop alternate vendors to reduce procurement risks and improve competitiveness.
- Review vendor performance based on quality, delivery, cost, and service parameters.
- Strengthen supplier relationships for long-term business partnerships.
- Cost Optimization & Contract Management
- Drive cost-saving initiatives through strategic sourcing and value engineering.
- Manage rate contracts, annual contracts, and service agreements.
- Monitor contract compliance and performance.
- Support budget planning and procurement cost control initiatives.
- Inventory Management
- Coordinate with stores, maintenance, and operations teams for inventory optimization.
- Monitor critical, slow-moving, and non-moving inventory.
- Ensure optimum stock levels while minimizing inventory carrying costs.
- Compliance & Governance
- Ensure adherence to procurement policies, SOPs, and statutory requirements.
- Maintain procurement documentation and audit readiness.
- Support internal and external audits related to procurement activities.
- Ensure transparency and ethical procurement practices.
- Cross-Functional Coordination
- Work closely with Maintenance, Production, Projects, Stores, Finance, and Central Procurement teams.
- Support shutdowns, CAPEX projects, and operational improvement initiatives through timely procurement support.

Qualifications and Experience
- Educational Qualification – B. E. / B. Tech in Mechanical, Electrical, Instrumentation, Production, or equivalent discipline.
- MBA/PGDM in Supply Chain, Materials Management, Operations, or Finance (preferred).
- 8-12 years of experience in Procurement, Techno Commercial, Materials Management, or Supply Chain functions.
- Experience in Cement, Manufacturing, Mining, Metals, Power, or Process Industry (preferred).
- Hands‑on experience in procurement of mechanical, electrical, instrumentation spares, services, and CAPEX items.
