Job summary

The National Skill Development Corporation (NSDC) seeks a senior Monitoring & Evaluation professional to lead MEL framework design, outcome measurement, verification, and reporting for strategic skill development initiatives in India. You will define data collection methodologies, oversee verification for payments and programme reviews, and generate insights to improve performance.

Qualifications

• Postgraduate degree in a relevant field.
• 8–12 years of Monitoring & Evaluation experience.
• Experience managing third-party evaluations and large government/development programmes.
• Strong analytical, quantitative, stakeholder management, reporting and communication skills.

Responsibilities

• Lead the design and continuous improvement of the MEL framework, outcome indicators, verification protocols and reporting standards.
• Establish outcome definitions, data collection methodologies, quality assurance processes and learning frameworks aligned with OBF principles.
• Review outcome verification reports and ensure readiness of outcome data for payments, reviews and decision-making.
• Monitor programme performance against outcomes, KPIs and learning indicators and identify improvements.
• Analyze outcome trends, provider performance and beneficiary outcomes to generate actionable insights.
• Develop learning products, impact reports, case studies and knowledge resources to support programme improvement and scale-up.
• Integrate MEL indicators and reporting requirements within technology platforms and MIS systems.
• Collaborate with Technology & Data teams to develop dashboards and monitoring tools.
• Ensure data quality, governance and verification across the programme lifecycle.
• Act as MEL interface between PMU, partners, funders and training providers.

Job Description

MELStrategy, Outcomes Measurement & Verification

• Leadthe design and continuous improvement of SOF's MEL framework, outcomeindicators, verification protocols, and reporting standards.

Technology& Data Integration

• IntegrateMEL indicators, reporting requirements, and verification protocols withintechnology platforms and MIS systems.

• Ensuredata quality, governance, system integrity, and technology-enabled verificationacross the programme lifecycle.
  

StakeholderManagement & Reporting

• Act as the primary MELinterface between the PMU, MEL partners, technology partners, funders, andtraining providers.
  
• Prepare outcome reports,impact updates, and management summaries for leadership, governancecommittees, and stakeholders.
  
• Support evidence-baseddecision-making through regular performance reviews, presentations, andstrategic recommendations.
  

Requirements

• o Postgraduatedegree in Public Policy, Economics, Statistics, Management, DevelopmentStudies, Social Sciences, Data Analytics, or related disciplines
  
• o 8–12years of experience in Monitoring & Evaluation, impact assessment,research, programme analytics, livelihoods, skilling, development finance, oroutcome-based programmes.
  
• o Experiencemanaging third‑party evaluations, MEL frameworks, verification agencies, orlarge‑scale government/development programmes.
  
• o Stronganalytical, quantitative, stakeholder management, reporting, and communicationskills.
