GMR Group is seeking a senior strategic leader to set the organisation's direction, prepare the annual operating plan, and monitor performance in a complex airport environment. The role interfaces with GoG/GoI agencies, investors and external stakeholders to anchor strategic initiatives and regulatory matters, while driving cross‑functional execution and reporting.

The position requires a strong background in infrastructure projects, finance and policy matters, with MBA and a minimum 13–15 years

Qualifications

MBA in Business Analytics/Marketing or related field required.
B.E. plus MBA with 13–15 years in infrastructure, projects or advisory roles.
Experience with policy matters, commercial and regulatory aspects.

Responsibilities

Lead strategic direction and prepare Annual Operating Plan (AOP).
Coordinate cross-functional initiatives and tracking against targets.
Prepare detailed business plan and investor interactions for non-core land use.
Oversee tariff determination, regulatory interfaces, and submissions.

Job description

Job Purpose

This Position leads the organization in setting its Strategic Direction and preparing strategic Business Plan & AOP, along with monitoring of the same and tracking the performance of the competitive Airport in vicinity. It interacts with External Stakeholders including GoG/GoI agencies, potential investor/tenants to pursue key business imperatives, policy advocacy and anchoring strategic discussions. Being independent of the department mindset/bias, it acts as a strong catalyst (as contributor & integrator) working closely across functions to ensure that key strategic initiatives are implemented, as planned. The Position also performs a variety of ‘CEO Office’ Roles in addition to directly contributing in select strategic initiatives viz. related to Regulatory/Tariff determination, Divestments, Airport City development, etc.

Key Accountabilities

Co‑develop Strategic Direction & Prepare Annual Operating Plan (AOP)

Conduct strategy workshop.
Co‑develop cross functional strategic initiatives along with measures and targets.
Prepare detailed AOP for the business based on inputs provided by the departments.
Finalize Balanced Scorecard for the business and departments Goals ensuring alignment Strategic Plan and annual operating plan prepared and adopted.
Timely completion
Meeting management expectation of quality and rigor
GHB/Other Stakeholders (incl. strategic investors) approval

Performance monitoring: Review & Control Track macro‑economic and industry developments/trends including peer response. Track performance of directly competitive Airport in the vicinity. Prepare and release a set of MIS to Internal & External Stakeholders. Release monthly /quarterly/yearly reports to GoG in compliance to Concession Agreement. Set agenda and Conduct Business Steering Committee Meetings (SCM) on focus areas. Monthly release of all MIS Monthly performance of Competitive Airport No. of SCM reviews conducted. % of Action Points closed % Compliance to Concession Agreement for report sharing Anchor key initiatives

Prepare business plan and investor presentations.
Anchor initial business planning and customer/partner discussions for non-core land usage (viz. Solar, Staff Colony, etc.)
Deployment of PDMs Availability of project data for investor
Signing of MoU or Cooperation document

Facilitate Regulatory Interface & Tariff Determination Process Support the User Consultation & Tariff filing process end-to-end including preparation of Project Info. File and conduct consultative workshops involving all External Stakeholders. Provide strategic inputs including data & research to CEO, CFO and Legal head to effectively manage the interactions and submissions to the Regulator and Ministry.

Successful User Consultation process

Securing favorable orders from Regulator Quality and accuracy of tariff application CEO Office Accountabilities Overall responsibility towards day-to-day functioning and administration of CEO’s Office including all internal/external communications, approvals processes and business reviews Review and validate the following: Key agreements/MoU, key aero and non-aero commercial proposals Key submissions to Ministry viz. Regulatory letters, Master Plan All press/media releases, content for magazines, Award applications etc. Timely inputs to CEO Level of accuracy Quality of output in terms of relevance/ rigor

External Interactions

Management Consultants / Transaction Advisors: for assessing need, explaining project, on-boarding, addressing queries, having management discussions. Concessionaires/partners/vendors: for activities related to strategic initiatives of SPG e.g. IT automation/ application development, new passenger services. Govt. of Goa & Independent Engineer: Techno commercial obligations w.r.t. Concession Agreement. Industry bodies (ACI, APAO, CII, State Associations): Single point contact for the business, representing business for meetings, giving presentation in conferences and stakeholder events. Ministries (GoI): MoCA, MHA: Interact on regular basis ensuring accuracy of data/business insights as required.

Internal Interactions

Senior Leadership Team of GGIAL Outside the Business but within GMR Group, need to interact significantly on a daily basis with Offices of GCM/BCMs/CXOs/CSPD/BDs team to provide business performance data/updates and with Corporate Relations/Corporate Communications to work on issues having interface with Government and Media. The Role also interacts with PMC teams for tracking and ensuring closure of expansion Projects. One of the key accountabilities of the role requiring regular interactions with Finance team is to facilitate tariff filing and strategic discussions with investors.

Strong analytical and quantitative skills, including substantial experience in financial modelling and valuation.

Ability to develop formal and informal relationships to leverage existing teams and workflow and gain focus on new areas of emphasis. Should have vision, strategic capabilities and a long‑term focus including business acumen and target- and result oriented approach.

Education Qualifications

MBA in Business Analytics, Marketing or related field
Bachelorâs degree in Data Science, Computer Science, Statistics, Economics, or related field

Relevant Experience

B.E. + MBA Around 13-15 years of relevant experience in Infrastructure project management, project development, project advisory, project financing, advice on policy matters, commercial & regulatory aspects with exposure in Marketing & Business Development.
