Hudson Manpower Inc. seeks an experienced Head of Recruitment Operations to lead and strengthen our recruitment delivery function in a dynamic, fast-paced environment. This leadership role focuses on building structure, accountability, visibility and consistency across recruitment operations.

This position is not an individual contributor role; you will manage recruiters, create processes, establish KPIs, and deliver client requirements consistently through robust reporting and governance.

About the Role

Hudson Manpower is looking for an experienced Head of Recruitment Operations to lead and strengthen our recruitment delivery function.

We manage a mix of ongoing white-collar recruitment and high-volume blue-collar recruitment campaigns. We are looking for someone who can bring structure, accountability, visibility and consistency to the entire recruitment operation.

This is not primarily an individual recruiter role. We are looking for an operations leader who knows how to manage recruiters, build processes, establish KPIs, create effective reporting systems and ensure client requirements are delivered consistently.

Key Responsibilities

• Take overall ownership of recruitment operations and delivery across all active client requirements.

• Manage and oversee both white-collar recruitment and high-volume blue-collar recruitment operations.

• Establish clear processes, SOPs, responsibilities and escalation mechanisms across the recruitment lifecycle.

• Allocate requirements and resources based on priorities, recruiter capacity and delivery timelines.

• Monitor recruitment pipelines from requirement intake through sourcing, submission, interview, selection, offer and joining.

• Establish recruiter and team-level KPIs and conduct structured performance reviews.

• Develop daily, weekly and monthly recruitment MIS and management dashboards.

• Track metrics including requirement aging, submissions, interviews, selections, offers, joinings, turnaround time and recruiter productivity.

• Identify bottlenecks and delivery risks early and take corrective action.

• Ensure effective use of ATS, candidate databases and other recruitment tools.

• Build accountability within the recruitment team and coach team members to improve performance.

• Oversee planning and execution of high-volume blue-collar recruitment campaigns through the designated Blue-Collar Recruitment Lead.

• Directly oversee the white-collar recruitment function and ensure consistent delivery of professional and technical requirements.

• Coordinate closely with Business Development to ensure smooth handover of new client requirements and realistic delivery commitments.

• Provide leadership with clear visibility into recruitment performance, risks, priorities and expected outcomes.

• Continuously improve recruitment processes, productivity and quality of delivery.

What We're Looking For

• Strong experience in recruitment/staffing operations with responsibility for managing recruitment teams.

• Proven experience managing multiple recruiters and client requirements simultaneously.

• Demonstrated ability to establish recruitment processes, SOPs, KPIs and reporting systems.

• Strong understanding of recruitment funnel metrics and performance management.

• Experience with recruitment MIS, dashboards, Excel and ATS/recruitment systems.

• Strong leadership and people-management skills.

• Ability to identify operational problems and implement practical solutions.

• Strong organizational skills with the ability to manage competing priorities.

• Experience working in a fast-paced staffing or recruitment agency environment.

Preferred

• Experience managing both white-collar and blue-collar recruitment.

• Experience managing high-volume recruitment campaigns.

• Exposure to international recruitment, particularly GCC/Middle East hiring.

• Experience recruiting across technical, engineering, construction, hospitality or similar sectors.
