GALLANTT ISPAT is seeking an experienced Plant HR Head to lead HR operations for a large integrated steel plant in India. The role requires coordinating manpower planning for permanent, contractual and outsourced workforces, while enforcing discipline, attendance, shifts and deployment optimization.

You will oversee Time Office, payroll, statutory compliance and government liaison, plus employee relations, contract labour governance, canteen/welfare, township administration and safety-aligned HR

Qualifications

  • Post-Graduate in HR / IR / Personnel Management / Law.
  • 20–25+ years of experience in large manufacturing / integrated steel plant.
  • Prior experience as Plant HR Head / Sr. HR Leader mandatory.
  • Exposure to greenfield & brownfield projects preferred.

Responsibilities

Role & responsibilities
1. Plant HR Operations & Workforce Management
  • Overall responsibility for plant HR operations across all units of the integrated steel plant.
  • Manpower planning for permanent, contractual and outsourced workforce.
  • Ensure discipline, attendance, shift rosters and deployment optimization.
  • HR policy implementation aligned with corporate HR frameworks.
2. Time Office & Payroll Management
  • End-to-end ownership of Time Office operations (biometric/manual systems).
  • Accurate attendance capture, shift management, overtime, leave and wage computation.
  • Ensure timely and error-free payroll processing for:
    • Staff
    • Workmen
    • Contract labour (through contractors)
  • Payroll compliance with Minimum Wages, Bonus Act, Wage Code and internal approvals.
3. Employee Relations & Industrial Relations (IR)
  • Maintain peaceful and productive industrial relations.
  • Handling of unions, works committees, negotiations and settlements.
  • Drafting and implementation of Standing Orders, Service Rules and SOPs.
  • Handling disciplinary cases, charge-sheets, domestic enquiries and terminations.
  • Proactive engagement to prevent disputes, strikes or work stoppages.
4. Employee Grievance Management
  • Establish and manage a structured grievance redressal mechanism.
  • Timely resolution of grievances related to:
    • Wages & benefits
    • Working conditions
    • Safety & welfare
    • Housing & township facilities
  • Ensure transparency, fairness and documentation.
5. Statutory Compliance & Government Liaison

Single-point accountability for all plant statutory compliances, including but not limited to:

  • Provident Fund (PF)
  • Employees State Insurance (ESI)
  • Factory Act
  • Contract Labour (R&A) Act
  • Payment of Bonus Act
  • Employee Compensation Act
  • Minimum Wages & Wage Code
  • Shops/Factories registers, returns and inspections
Factory & Safety Authorities
  • Factory Inspectorate
  • Boiler Inspectorate Boiler Act compliance
  • Explosives License PESO
  • Fire & Safety authorities
Environment & Pollution Control
  • Pollution Control Board liaison
  • Consent to Establish (CTE)
  • Consent to Operate (CTO)
  • Environmental Clearance (EC)
  • Underground Water permissions
  • Compliance monitoring & audit coordination
Other Statutory Bodies
  • BIS Act compliance
  • Labour Department, District Administration, Local Authorities
  • Handling inspections, audits, notices, show-cause replies and renewals.
  • Ensure zero non-compliance and minimal legal exposure.
6. Contract Labour Management
  • Governance of all contract labour deployment across plant and township.
  • Contractor onboarding, license verification and compliance audits.
  • Wage, attendance and statutory compliance of contractors.
  • Control of contract labour costs and prevention of sham contracts.
7. Canteen & Welfare Management
  • Management of statutory and non-statutory canteen operations.
  • Vendor selection, hygiene, quality and cost control.
  • Implementation of employee welfare schemes and facilities.
8. Company Township & Administration
  • Overall responsibility of company township administration, including:
    • Housing allotment & maintenance
    • Security & access control
    • Housekeeping & sanitation
    • Transport & amenities
  • Liaison with local administration for civic issues.
  • Crisis management within township (law & order, emergencies).
9. Compliance Reporting & Audit
  • Periodic compliance MIS, dashboards and risk reports to CHRO & CEO.
  • Coordination of internal and external audits.
  • Ensure documentation, registers and licenses are audit-ready at all times.
10. Leadership & Stakeholder Management
  • Lead and develop Plant HR & Admin team.
  • Act as the face of management before government authorities, unions and community.
  • Close coordination with Operations, Safety, Legal, Finance and Corporate HR.

  • Excellent communication (Hindi & English preferred)
