ChildFund India invites applications for a Field Officer, Programs (Grade-5) based in Bhubaneswar, Odisha. This fixed-term position (two years with possible extension) requires coordinating with the project team, community mobilisers, and local partners to ensure high-quality program delivery.

The role reports to the Specialist, State Program Partnership-Odisha and follows a 40-hour week, Monday to Friday, with no telework eligibility.

Qualifications

  • Bachelor's degree in Social Work, Social Sciences, Management or other relevant discipline.
  • Master's degree is preferred.
  • Fluency in English (written and spoken) is preferred; local languages advantageous.

Responsibilities

  • Be responsible for supporting the execution of the Bhubaneswar Child Development program.
  • Collaborate with program teams to ensure effective implementation of deliverables.
  • Lead and contribute to developing activity plans and monitor execution and outcomes.
  • Develop and execute sound program management including capacity building of field teams, monitoring, and financial oversight.
  • Coordinate with local partners and stakeholders to enhance quality and effectiveness of interventions.
  • Establish outcome-based reporting measures and documentation.
  • Engage with government agencies, civil society and individuals to strengthen presence.
  • Represent the organization in external forums through presentations and networking.

Job Summary

Position title and grade: Field Officer, Programs (Grade-5); Type/duration: Fixed-Term (Two years with possibility of extension subject to organizational needs, satisfactory performance, and funds availability); Position location: ChildFund India, Bhubaneswar, Odisha office; Work schedule: Monday to Friday, 9:00 AM to 5:00 PM, 40 hours per week; Telework eligible: No; Reports to: Specialist, State Program Partnership-Odisha.

Position Role

Field Officer, Programs will play a key role in supporting the execution of agreed intervention of Bhubaneswar Child Development program. Working closely with the project team, the incumbent will contribute in quality implementation of the project, stakeholders engagement, managing the community mobilisers and provide operational support to ensure the successful implementation of interventions at the project level.

Remain alert and responsive to any safeguarding risks; acquire and maintain the relevant knowledge and skills necessary to promote strong safeguarding practices; understand and adhere to ChildFund India's Safeguarding Policy and Procedures; and conduct yourself at all times in a manner consistent with ChildFund India's safeguarding principles and standards.

Primary Responsibilities
  • Be responsible for collecting first-hand information from the ground and feeding into program planning upward with the program teams.
  • Collaborate with program teams to ensure effective implementation of program deliverables.
  • Lead and contribute to developing activity plans and monitoring its execution and outcome.
  • Develop and execute sound program management approach that includes building capacity of field teams, timely monitoring, financial oversight.
  • Coordinate with local partners and multiple stakeholders to enhance quality and effectiveness of program interventions.
  • Establish outcome-based reporting measures and documentation.
  • Engage and strengthen relationship with local level government agencies, civil society organizations and individuals to strengthen organizational presence and work.
  • Promote and participate in local networks/ alliances with like-minded organizations for policy influencing.
  • Identify local resources that can complement ChildFund India's presence and effectively engage with potential donors and media to promote and expand the scope of the field programs.
  • Represent organization in external forums through presentations, networking, publications, and engagement in the development discourse.
  • Ensure appropriate reports are submitted as per the agreed timeline, monitoring and tracking requirements are being met and established controls are in place.
  • Ensure regular visits to program locations and provide feedback for timely corrective measures.
  • Collect, update and analyse information and generate reports for dissemination.
  • Open to travel for supporting programs across the state/s.
  • Additional responsibilities given by the manager.
Minimum Qualifications
  • Education: Bachelor's in Social Work/ Social Sciences/ Management/ other relevant discipline. Master's degree is preferred.
  • Work Experience: Minimum 3 years of experience of development work, preferably in program management. Experience of working on any one thematic area (livelihood/ Education/ Health) and knowledge on child rights would be an added advantage.
  • Language Proficiency: Fluency in English both verbal and written, is preferred. Proficiency in additional local languages will be considered an advantage.

Evaluation and Selection Criteria
  • Step 1: HR Pre-Screening: All job applications received will be collated by HR and preliminary screening will be conducted based on the minimum education and experience requirements mentioned above. The applicants that do not meet the education and experience criteria will not be considered further for the selection process. All the qualified applications will be handed over by HR to the Selection Panel.
  • Step 2: Qualified applications will be further reviewed by the Selection Panel. The Selection Panel will assess and rank all the applications based on the following factors for a maximum of 100 points: Job Knowledge 50 points; Work Experience 50 points.
  • Step 3: Based on the written test assessment (If or as required), applications will be further shortlisted for Step 3 i.e. Interview. The applications will be evaluated by the Selection Panel for the final selection, based on the following evaluation factors for a maximum of 100 points: Job Knowledge and Skills 25 points; Work Experience 25 points; Teamwork and Collaboration 25 points; Communication Skills 25 points.
