Position title and grade: Field Coordinator - Monitoring, Evaluation and Learning (Grade-4); Type/Duration: Fixed-Term (Two years with possibility of extension subject to organizational needs, satisfactory performance, and funds availability); Position Location: Bhubaneswar, Odisha; Work Schedule: Monday to Friday, 9:00 AM to 5:00 PM, 40 hours per week; Telework eligible: No; Reports to: Specialist, State Program Partnership-Odisha.
Position role
Field Coordinator, Monitoring, Evaluation and Learning (MEL) will be responsible for working with the Specialist Program Partnership and field implementation teams (including grants team) for monitoring and evaluation, research, documentation, generating MIS of field information. Along with this also responsible for enhancing impact through regular monitoring of programs ensuring quality control and evaluation, thus improving internal processes that results delivery in the field.
Primary Responsibilities
- Collaborate with program implementation teams to develop annual project plans, budgets and monitor the execution and outcomes.
- Build capacity of program/field staff to develop instruments and design periodic (baseline, midline and end line) surveys and provide ongoing support to field teams/programs as needed.
- Plan and oversee internal/external evaluations, reviews and impact assessments of the assigned projects including grants and other sources of funding.
- Developing and managing M E database and management dashboards.
- Compiling quarterly, annual and other periodic reports based on the information collected from the field.
- Managing, tracking and reporting of Detailed Implementation Plans of the project and grants.
- Sharing updates at different levels and developing feedback loops.
- Conducting data audits to confirm the quality of reported information.
- Develop, adapt and pilot innovative tools (including use of information technology) in ME for measurement and reporting of progress for the projects/programs.
- Support the business development and communication team by providing program insights through data and learning documents collected from the field as required.
- Conduct periodic assessments and analyze reports provided by the field teams and prepare project-level reports; track the plan versus progress and provide feedback.
- Conduct periodic field visits for supportive supervision of the collaborating partners.
- Conduct data quality audits and validate project data with available primary secondary sources of evidence.
- Any other responsibilities may be assigned by the line manager.
Minimum Qualifications
- Education: Bachelor's in Social Sciences, Statistics or other relevant areas preferred.
- Work Experience: Minimum 2 years of experience in designing and implementing MEL frameworks and systems is required.
- Language Proficiency: Fluency to speak, read, and write in Odia and English. Knowledge of Hindi would be an advantage.
- Skills and Abilities: Excellent report writing and presentation skills. Proficiency with MS PowerPoint, Excel, SPSS. Strong verbal communication skills, with the ability to develop and deliver compelling presentations.
- Job Knowledge: Deep understanding of ME methodologies, including both qualitative and quantitative approaches. Proficiency in data management, Data Visualization and Analysis Software (e.g. SPSS, Excel, Power BI or other statistical tools). Knowledge of project management principles and practices.

Evaluation and Selection Criteria
- Step 1: HR pre-screening: All job applications received will be collated by HR and preliminary screening will be conducted based on the minimum education and experience requirements mentioned above. Applicants that do not meet the education and experience criteria will not be considered further for the selection process. All the qualified applications will be handed over by HR to the Selection Panel.
- Step 2: Qualified applications will be further reviewed by the Selection Panel. The Selection Panel will assess and rank all the applications based on the following factors for a maximum of 100 points: Job Knowledge 40 points; Work Experience 40 points; Digital literacy tool proficiency 20 points.
- Step 3: Based on the written test assessment (if required), applications will be further shortlisted for Step 3 i.e. Interview. The applications will be evaluated by the Selection Panel for the final selection, based on the following evaluation factors for a maximum of 100 points: Technical knowledge and Applied skills 25 points; Work Experience 25 points; Teamwork Interpersonal Collaboration 15 points; Problem Solving and Critical Thinking 15 points; Communication Skills 10 points; Organizational and Cultural Alignment 10 points.
