Job summary

LT-Larsen & Toubro in Gujarat seeks a senior HSE leader to own the manufacturing site's safety strategy, ensure statutory compliance, implement world‑class practices, prevent incidents, and build a strong safety culture among employees, contractors and visitors.

You will drive safety governance, lead risk assessment and control, oversee contractor safety, emergency preparedness, training programs, internal and external audits, and continuous improvement to achieve Zero Harm and top safety

Responsibilities

• Develop and implement the organization's safety vision, policies, standards, and procedures.
• Establish a proactive safety culture through visible leadership and employee engagement.
• Drive Zero Harm and Incident-Free Workplace initiatives.
• Chair safety committees and lead periodic safety reviews with management.
• Ensure compliance with statutory requirements includingFactories Act and Rules, Gujarat Factory Rules, PESO, Fire & Emergency Regulations, Hazardous Waste Management Rules, Pollution Control Board Requirements, ISO 45001 & ISO 14001.
• Lead HIRA, JSA, Hazard Identification, Risk Assessment, and Control Measures; implement permit-to-work systems.
• Drive process safety and operational risk management; monitor critical safety controls and compliance.
• Conduct regular safety inspections and audits across welding, fabrication, assembly, material handling, pressure testing, utilities, chemical handling, and contractor sites.
• Lead investigation of incidents, near misses, unsafe acts, and unsafe conditions; drive root cause analysis and corrective actions.
• Establish contractor safety management framework; conduct inductions, evaluations, and audits.
• Develop and implement emergency response plans; coordinate with local authorities; conduct mock drills.
• Develop annual safety training plans; conduct safety awareness programs; onboard safety inductions for employees and contractors; build safety competency.
• Conduct internal safety audits and management reviews; facilitate third-party and customer audits; drive safety improvement projects.

Position Purpose

To lead and drive the overall Health, Safety, and Environment (HSE) strategy for the manufacturing facility, ensuring compliance with statutory requirements, implementation of world-class safety practices, prevention of incidents, and development of a strong safety culture across employees, contractors, and visitors.

Key Responsibilities

Safety Leadership & Governance

• Develop and implement the organization's safety vision, policies, standards, and procedures.
• Establish a proactive safety culture through visible leadership and employee engagement.
• Drive Zero Harm and Incident-Free Workplace initiatives.
• Chair safety committees and lead periodic safety reviews with management.

Regulatory Compliance

• Ensure compliance with all applicable statutory requirements including:
  • Factories Act and Rules
  • Gujarat Factory Rules
  • PESO Requirements
  • Fire & Emergency Regulations
  • Hazardous Waste Management Rules
  • Pollution Control Board Requirements
  • ISO 45001 & ISO 14001 Standards
• Liaise with government authorities and regulatory agencies.

Risk Assessment & Control

• Lead HIRA, JSA, Hazard Identification, Risk Assessment, and Control Measures.
• Ensure implementation of permit-to-work systems.
• Drive process safety and operational risk management.
• Monitor critical safety controls and compliance.

Manufacturing Shop Floor Safety

• Ensure safe operations in:
  • Welding & Fabrication Areas
  • Assembly Shops
  • Material Handling Operations
  • Pressure Testing Areas
  • Utility Systems
  • Chemical Handling Areas
  • Contractor Work Locations
• Conduct regular safety inspections and audits.

Incident Management

• Lead investigation of incidents, near misses, unsafe acts, and unsafe conditions.
• Drive root cause analysis and corrective/preventive actions.
• Track closure and effectiveness of mitigation actions.

Contractor Safety Management

• Establish contractor safety management framework.
• Ensure compliance of contractors with safety requirements.
• Conduct contractor safety inductions, evaluations, and audits.

Emergency Preparedness

• Develop and implement emergency response plans.
• Conduct mock drills for fire, gas leakage, medical emergency, and other critical scenarios.
• Coordinate with local emergency authorities.

Training & Capability Building

• Develop annual safety training plans.
• Conduct safety awareness programs across all employee levels.
• Lead onboarding safety inductions for employees and contractors.
• Build safety competency within manufacturing operations.

Audits & Continuous Improvement

• Conduct internal safety audits and management reviews.
• Facilitate third-party audits and customer audits.
• Implement safety improvement projects and best practices.

HSE Performance Monitoring

• Monitor and report:
  • LTIFR
  • TRIR
  • Near Miss Reporting
  • Safety Observation Closure
  • Unsafe Condition Closure
  • Audit Compliance Scores
• Present performance dashboards to management.
