Department: Consultant - eLearning Expert
Position Title: Capacity Building & Skilling
Number of Positions: 1

1. Role Overview

The Consultant eLearning Expert will design, build and run ICDIA’s digital learning and capacity-building programmes on Digital Public Infrastructure (DPI), digital governance and related technology and policy themes. The role converts complex DPI knowledge into learner-centric eLearning that serves policymakers, government officials, technologists, implementers and partner institutions across countries.

The incumbent will combine instructional design and learning-technology expertise with a working understanding of how DPI is built, governed and adopted: its technology building blocks, the policy and regulatory frameworks around it, and the institutional capacity needed to deploy it. The role will work closely with ICDIA’s subject-matter experts, policy and technology teams, and global partners to ensure that learning initiatives reflect current practice and address real capability gaps.

The role will also strengthen ICDIA’s digital learning ecosystem by adopting sound instructional design practices, open and interoperable learning technologies, and data-driven approaches to measuring learning impact.

2. Key Responsibilities
2.1 Learning Strategy and Curriculum Design for DPI
  • Develop ICDIA’s digital learning and capacity-building strategy for DPI, aligned with the organisation’s mission and international engagement goals.
  • Design role-based learning pathways (for example, for policymakers, government technology leaders, programme managers, developers and regulators) covering foundational through advanced DPI topics.
  • Conduct learning needs assessments and skill-gap analyses with government, institutional and partner stakeholders to prioritise learning interventions.
  • Define learning outcomes, competency frameworks and assessment approaches for each programme, and map them to progressive skill development.
2.2 Design and Development of eLearning Programmes
  • Develop customized eLearning modules and digital learning programmes for capacity building, aligned with organizational needs and learning objectives.
  • Apply recognised instructional design models (ADDIE, SAM or equivalent) to build interactive, engaging and practice-oriented courses, microlearning, simulations and case-based modules.
  • Integrate multimedia such as video, animation, scenarios, quizzes and interactive exercises, using authoring tools such as Articulate, Adobe Captivate or equivalent.
  • Build courses to interoperable standards (SCORM, xAPI, LTI) and to accessibility standards (WCAG), with support for multilingual and low-bandwidth delivery.
  • Design blended, cohort-based and self-paced formats, including virtual workshops, webinars, masterclasses and train-the-trainer programmes.
  • Ensure that learning content is structured, accessible, engaging, and appropriate for the intended learner groups.
2.2 Content Creation and Management
  • Work with ICDIA’s subject-matter experts to gather, validate and structure content on DPI themes such as digital identity, digital payments, data exchange and consent, interoperability and open standards, open APIs, data protection, cybersecurity and digital public goods.
  • Translate policy, regulatory and governance material (frameworks, standards, strategy documents and country experiences) into accessible learning content, case studies and decision-oriented scenarios.
  • Develop and maintain training manuals, learner workbooks, facilitator guides, reference materials, assessments, and other supporting documentation for online and blended learning programmes.
  • Convert technical architecture and implementation knowledge into clear learning content for non-technical audiences, and policy content into practical guidance for technical audiences.
  • Develop facilitator guides, learner workbooks, reference materials, assessments and job aids, and maintain version control and quality review of all learning content.
  • Keep content current with developments in DPI, digital governance and technology policy, including international frameworks and good practices.
2.3 Learning Management System (LMS) Administration
  • Administer and maintain ICDIA’s Learning Management System (for example Moodle or an equivalent platform), including course setup, enrolment, access management, assessments and certification.
