Job Title: Business Consultant PMO & Program Operations

Position Overview

We are seeking an experienced and detail-oriented Business Consultant to lead and optimize our PMO, Portfolio Management, and Program Operations. In this role, you will act as a strategic driver across cross-functional programs, aligning agile delivery with enterprise portfolio objectives. You will be responsible for institutionalizing Jira governance, tracking program health metrics, establishing standardized delivery frameworks, and building executive-ready decks and analytical models to support leadership decision-making.

Key Responsibilities

Portfolio Management & PMO Governance

• Establish, standardize, and govern PMO frameworks across multiple concurrent workstreams and business initiatives.
• Manage portfolio roadmaps, resource allocations, dependency mapping, budget tracking, and risks/issues (RAID log governance).
• Drive cadence meetings across project teams and leadership (SteerCos, Program Reviews, Portfolio Planning).

Agile Delivery & Program Operations

• Partner with Scrum Masters, Product Managers, and Delivery Leads to streamline agile delivery cycles and operational processes.
• Facilitate sprint planning, capacity tracking, PI planning, release governance, and cross-team milestone reviews.
• Define and monitor core delivery and operational KPIs (velocity, cycle time, sprint predictability, throughput, budget utilization).

Jira Administration & Governance

• Own end-to-end Jira workspace architecture, standards, and compliance across projects (workflow customization, permission schemes, custom fields, automation rules).
• Enforce data hygiene and tracking hygiene across Jira boards (Scrum/Kanban) to ensure accurate reporting and milestone visibility.
• Build advanced Jira dashboards, JQL filters, and automated roll-up reporting for operational tracking.

Executive Reporting & Data Analytics

• Build comprehensive analytical models and tracking sheets in Advanced Excel (formulas, pivot tables, macros/VBA, capacity planning sheets).
• Craft polished, high-impact PowerPoint presentations, board decks, status summaries, and strategic narrative packs for senior executive stakeholders.
• Translate complex program performance data into clear, actionable business recommendations.

Required Qualifications & Competencies

• Experience: 7 to 10 years of progressive experience in PMO, Program Management, or Business Consulting within consulting firms, global capability centers (GCCs), or enterprise technology organizations.
• Core Expertise:
• PMO & Portfolio Management: Hands-on experience setting up governance, cadence, RAID tracking, and portfolio health frameworks.
• Agile Delivery: In-depth knowledge of Agile/Scrum/Kanban practices and scaling frameworks.
• Jira Governance: Strong expertise in Jira configuration, hygiene enforcement, workflow design, and operational dashboarding.
• Advanced Excel: Expertise in data manipulation, complex modeling, capacity forecasting, and metric tracking.
• Executive PowerPoint: Proven track record of creating C-suite/executive-level presentations and operational status reports.
• Stakeholder Management: Exceptional communication, influencing, and interpersonal skills to collaborate seamlessly with engineering, operations, and senior executive leadership.
• Education: Bachelors or Masters degree in Business Administration, Engineering, or a related discipline.

Good to Have / Preferred

• Relevant professional certifications: PMP, Prince2, PMI-ACP, CSM, or SAFe Agilist.
• Atlassian certifications (e.g., Jira Project Administrator) or exposure to Advanced Roadmaps.
