Job summary

Iarnród Éireann (Irish Rail) invites applications for a Transport Planner and Economist to support a capital investment programme in rail. Working within the Capital Investments Department, you’ll help plan and appraise major projects aligned with national transport, housing and climate objectives.

The role requires a third-level qualification, at least five years’ experience, strong numeracy, budgeting, and modelling tool expertise (RMS/NTpM).

Qualifications

Iarnród Éireann is seeking a dynamic and motivated Transport Planner and Economist to support the delivery of a once-in-a-generation programme of capital investment in rail. This role offers the opportunity to play a key part in advancing the vision set out in the All-Island Strategic Rail Review which seeks to enhance connectivity, support sustainable growth and transform the role of rail across Ireland. Working within a multidisciplinary team, the successful candidate will contribute to the planning and development of major rail projects that align with national transport, housing, and climate objectives.

Applications are invited for the position of Transport Planner and Economist within the Capital Investments Dept. This role will report into the Senior Transport Economist, Transport Planning and will involve the following:

• Ensure effective delivery, support, and monitoring of a suite of project appraisals and business cases in compliance with the Infrastructure Guidelines and other relevant sectoral guidance.
• Develop transport planning opportunities and contribute to ad hoc policy reviews/reforms to enable enhanced rail services, including working with external stakeholders.
• Ensure all statutory and, where relevant, non-statutory consultations are responded to in a timely manner.
• Third Level Qualification (transport, economics, sustainability, strategy, or business degree desirable)
• Minimum 5 years’ experience in a similar role
• Detailed understanding and experience executing transport appraisals and business cases in line with the requirements of the Infrastructure Guidelines and relevant sectoral guidance, or in line with another comparable international appraisal guidance
• Highly numerate and comfortable managing budgets
• Ability to manage and deliver to multiple project deadlines simultaneously
• An ability to analyse complex information, applying commercial judgement
• Ability to establish and maintain relationships with people at all levels
• Ability to present information clearly and effectively
• Experience in a transport planning function
• Experience using the National Transport Authority’s Regional Modelling System (RMS) and Transport Infrastructure Ireland’s National Transport Model (NTpM) and/or other comparable transport modelling tools
• Experience in preparing presentations and external strategy documents
