Qualifications

• Bachelor’s degree in Civil Engineering, Coastal/Marine Engineering, Maritime Studies or environmental engineering.
• 3–6 years in engineering consultancy, tendering, bids, or proposals preferred.
• Interest in expanding into commercial responsibilities with mentorship.

Responsibilities

• Review RFQ/consultancy tender documents; summarize scope, criteria, deliverables, and terms.
• Prepare tender clarifications, risk registers, staffing schedules, and resource plans.
• Create documentation for tender submissions and pre-qualification exercises.
• Support proposal development with technical and commercial teams.
• Assist post-tender interviews, presentations, negotiations, and clarifications.
• Assist in contract review and liaise with legal to summarize clarifications.
• Maintain opportunity registers and BD pipelines; support client engagement strategies.
• Prepare capability statements, project references, technical presentations, and marketing materials.

Role Overview

We are seeking an adaptable and commercially oriented Tender & Bid Engineer to support our continued growth in Singapore’s marine and coastal engineering consultancy sector. This role combines engineering understanding with business development, proposal writing, and tender management across advisory, feasibility, design, and multidisciplinary consultancy projects.

Candidates with at least 3 — 6 years of experience in engineering consultancy, tendering, or bids—especially those who wish to expand their career into commercial responsibilities—are strongly encouraged to apply. Training and mentorship from sector specialists will be provided to further build marine/coastal expertise.

KeyResponsibilities

Tendering Support (Consultancy Projects)

• Review RFQ / consultancy tender documents, analysing scope, evaluation criteria, deliverables, and contractual terms. Provide summary of the RFQ documents.
• Prepare tender clarifications, risk registers, staffing schedules, and resource plans.
• Prepare documentation necessary for tender submission, including the Pre-Qualification exercise
• Support proposal development, technical and commercial documentation in collaboration with technical team and commercial team.
• Assist with post-tender interviews, presentations, negotiations, and clarification responses.
• Assist in contract review, liaising with legal departments, summarize contractual clarification list

Business Development (Singapore Consultancy Market)

• Keep track on the opportunity register.
• Support pursuit strategies, client engagement planning, and pre-positioning efforts for upcoming consultancy tenders.
• Prepare capability statements, project references, technical presentations, and marketing materials when required
• Support in maintaining BD pipelines, CRM systems, and opportunity dashboards.

Qualifications& Experience

• Minimum education requirement: Bachelor’s Degree in Civil Engineering, Coastal/Marine Engineering, Maritime Studies / Environmental Engineering, or a closely related discipline.
• Minimum 3 - 6 years of experience in engineering consultancy, business development, tendering, bids, or proposals. (Experience in marine, coastal, civil infrastructure, water, or environmental consultancy is advantageous).
