Job summary

Evara is seeking a Services and Infrastructure Manager to lead TIC and infrastructure for developments across Ireland, coordinating with councils, IW and utility providers.

You will manage design input, reporting, and compliance, ensuring timelines and quality across projects while liaising with the legal department and internal teams.

Qualifications

  • Bachelor's degree in Civil Engineering or Construction Management or related field.
  • Proven experience in development planning or similar role.
  • Experience with TIC process or Local Authority exposure.
  • Strong knowledge of Taking in Charge process.
  • Excellent analytical and problem-solving skills.
  • Proficiency in documentation and software tools (ASTA, MS Project, Excel).
  • Strong communication and teamwork skills.
  • Attention to detail and commitment to quality.

Responsibilities

  • Take charge of all developments completed by Evara and coordinate with councils and stakeholders.
  • Oversee TIC implementation, IW applications and related documentation.
  • Develop monthly dashboards and reports on TIC status, IW applications, easements and folders.
  • Manage utility applications and coordinate with project PM and stakeholders.
  • Build and maintain relationships with councils, IW, utilities and design/construction teams.
  • Inform the company of legislative changes impacting TIC or utilities.
  • Oversee landbank upkeep, road opening and hoarding licences for contractors.
  • Participate in continuous improvement and best-practice development.

Overview

Evara is the largest private developer in Ireland, with an active landbank across Dublin including the areas of Adamstown, Cherrywood, Clonburris and Portmarnock. Building transformational neighbourhoods and affordable, quality homes for people and communities across Ireland.

Services and Infrastructure Manager

The role involves taking charge of all developments completed by Evara, acquiring key contacts between all departments within the various councils and associated stakeholders. It also covers all IW applications and review of key infrastructure works that may impact Evara developments, and ensuring all easement and wayleave agreements are in place in conjunction with our legal department.

Key Responsibilities
  • Taking in Charge Programme: Setting out a clear strategy and timeline for taking in charge of developments within the business.
  • Design: Aid in the design of all project infrastructure, specifically concentrating on the implantation of TII standards and procedures for TIC.
  • Documentation / Reporting: Develop and maintain detailed monthly reporting on current status of TIC – dashboards, IW applications, easements, project folders, and telecommunication installations.
  • Utility Management: Full ownership of all IW applications and IW Capital infrastructure and be the main contact for Evara with all stakeholders; this will also include all utility applications in conjunction with the project PM.
  • Collaboration: Develop and maintain key relationships with the following – Councils, IW, Utility companies, Evara design teams, Construction PMs, and the Development team within Evara.
  • Training: Inform the company of any changes of legislation pertaining to TIC or utility companies.
  • Landbank Management: Manage each Evara landbank in relation to upkeep and logistics. Sole responsibility for road opening licences, hoarding licences, road upkeep within the development pertaining to each contractor.
  • Continuous Improvement: Participate in continuous improvement initiatives and contribute to the development of best practices in planning and project delivery.
Qualifications
  • Bachelor's degree in a related field such as Civil Engineering or Construction Management.
  • Proven experience in development planning or a similar role.
  • Relative experience either working within a Local Authority or other experience with the TIC process.
  • Strong knowledge of the ‘Taking in Charge’ process.
  • Excellent analytical and problem‑solving skills.
  • Proficiency in documentation and software tools such as ASTA, MS Project, and Excel.
  • Strong communication and teamwork skills.
  • Attention to detail and a commitment to quality.
