Job summary

ComReg, Ireland's regulatory authority for communications, seeks a Senior Manager Regulatory Finance to lead pricing policy and financial strategy within the Wholesale Division in Dublin. The role oversees a team of economists and accountants, shaping policy and liaising with regulators and the European Commission.

You will manage financial modelling, pricing frameworks and accounting regimes, contributing to ComReg’s mission to ensure competitive, resilient digital infrastructure.

Qualifications

• An Honours degree, third level or professional qualification or significant relevant experience in finance, economics or accounting
• Has demonstrable experience of managing, leading, motivating or coordinating people or teams in a multi-disciplinary environment
• Can demonstrate an ability to understand the broader economic and legal aspects of the role
• Can demonstrate ability to assimilate and act upon advice from a variety of technical and professional backgrounds including technical, legal and financial advice
• Has demonstrable experience providing advice and briefings to senior leadership on complex matters
• Experience of sectoral regulation in a financial or economic capacity
• Experience within the telecommunications sector
• Experience of policy setting in a pan-EU setting
• Experience of developing or overseeing the development of complex financial models

Responsibilities

• Managing a team of financial specialists/economists to attain optimum output
• Designing an appropriate price control framework for regulated services
• Implementing price controls by deciding relevant costing methodologies and determining level of such costs using relevant data and robust cost models where appropriate
• Designing and implementing an appropriate regulatory accounting regime in Ireland
• Contributing to consideration of all matters financial relevant to ComReg’s role in the telecoms, broadcasting, and other sectors within its remit
